3. USST Programme-Background
In Helsinki, Turkey was recognised as a EU Candidate Country by the European Council in 1999.
In this parallel, TURKSTAT started compliance activities to EU standards in statistics area.

4. USST Programme-Background
Joined efforts of Eurostat and TURKSTAT resulted in a cooperation strategy for Turkey via a statistical programme to be financed by 2001 MEDA-II Annual Financing Program.
“Upgrading the Statistical System of Turkey Programme” was developed in November 2001.
