1 The CFP Reform – challenges…
FISHERIES The CFP Reform – challenges… Marine Directors, 2 December 2010 by Franz Lamplmair, European Commission E u r o p e a n C m i s M t A f d F h

2 Consultation  4/2009 – 12/2009: Green Paper April 2009
[results:] Consultation  4/2009 – 12/2009: Green Paper April 2009 contributions, wide range of stakeholders, interested parties, institutions, MS, regions, third countries, NGO’s, research groups, general public Synthesis report SEC(2010)428 (April 2010)  until 11/2010: Thematic workshops organised by COM Debates in institutions (Council, EP Hearings…) Seminars, workshops, discussions and conferences Other meetings E u r o p e a n C m i s M t A f d F h Fisheries Slide 2 2

3 Consultation: results
Broad agreement with GP analysis: 5 structural failings: overcapacity, objective ranking, decision making, industry accountability, compliance Changed framework conditions: economic crisis, fuel prices, climate change, consumers & markets on sustainability trail MSFD and Maritime policy – need to integrate CFP in marine governance E u r o p e a n C m i s M t A f d F h Fisheries Slide 3

4 … results Broad agreement to Regionalise / decentralise
Reduce overcapacity Maintain access regime make ecological sustainability a basic premise for economic and social future of European fisheries Diverging views on Use of market based mechanisms (ITR’s) Differentiated treatment of small-scale fleet subsidies E u r o p e a n C m i s M t A f d F h Fisheries Slide 4 4

5 Governance Improve decision making
[results:] Governance Improve decision making Simplified, decentralised and long-term based Principles at European (EP, Council), details at regional / national level, or by mandate (COM) Ensure level playing field, compatibility with Treaty Role for regional level: - Operationalise / implement EU policy, and/or - Advisory function – dialogue, consultation, proposals to EU - led by Member States – link to MSFD implementation? E u r o p e a n C m i s M t A f d F h Fisheries Slide 5 5

6 [results:] Governance… Involve industry, give more responsibility, make accountable Strengthen RACs and ACFA and representation of sector (SSCF) Strengthen PO’s (take on responsibility, increase horizontal and vertical integration), organisation of industry Some involvement in decision making (regional level?), share best practice (e.g. RAC) self-management / co-management (“reversal of burden of proof”) E u r o p e a n C m i s M t A f d F h Fisheries Slide 6

7 Sustainability Continue & extend LTMPs
[results:] Sustainability Continue & extend LTMPs MSY main target / intermediate goal / mixed fisheries TACs only, or both TACs effort (mixed fisheries), other (closed seasons, areas, MPA’s, FPA’s…) Achieve discard reduction / elimination Ecosystem approach, regionalisation and decentralisation, follow scientific advice E u r o p e a n C m i s M t A f d F h Fisheries Slide 7

8 Subsidies Aquaculture continue or phase out?
[results:] Subsidies continue or phase out? strict conditionality, oriented towards objectives Innovation, research, resource protection, local / coastal development…. Aquaculture Important supplier, strategic importance EU approach for a common market, common standards for level playing field Link to Maritime Policy (Spatial Planning) E u r o p e a n C m i s M t A f d F h Fisheries Slide 8

9 Trade and markets External Dimension
[results:] Trade and markets Most say CMO “fundamental pillar of CFP”, needs extensive revision and simplification ++ consistency with CFP, strengthen role of POs – involve in management, access to resources, control Labelling, certification and traceability External Dimension intrinsic part of CFP, must be enhanced both bilateral and multilateral (RFMOs, UN) approach Level playing field – e.g. MED, imports ! E u r o p e a n C m i s M t A f d F h Fisheries Slide 9

10 e.g. integration – link to MSFD
Fisheries to gain from IMP and MFSD most dependent on healthy ecosystems impact on ecosystems Sea-basin strategies, MSP, research integration Integration an obligation, not a choice MS to achieve GES by 2020 – CFP contribute to Descriptors 1, 3, 4 and 6 (whereas clauses 39, 40) Natura 2000 network, Birds Directive; Nagoya 2010 targets etc E u r o p e a n C m i s M t A f d F h Fisheries Slide 10 10

11 e.g. link to MSFD… CFP instruments to contribute to ecosystem approach to marine management Ensure goods and services from living aquatic resources for present and future generations Contribute to Marine Strategy (“GES by 2020”) Address core issues: Reduce overall fishing pressure to bring in line with MSY…. Protect sensitive marine habitats Protect sensitive species Prevent distortions in food webs or disruptions of natural ecosystem processes E u r o p e a n C m i s M t A f d F h Fisheries Slide 11 11

12 Main challenges Regionalisation + stakeholder involvement
FISHERIES Main challenges Regionalisation + stakeholder involvement Subsidies + sustainability Overcapacity reduction - ITR’s? Ecosystem approach + integration in “ocean policy” CMO Aquaculture External Dimension E u r o p e a n C m i s M t A f d F h 25 May 2010 Fisheries Slide 12 12
