6 IAEA safety standards IRRS Modules are related to given IAEA safety standard requirements (c.f. Lecture 2) The safety standard most important for IRRS is GSR Part 1 Please be acquainted with all IAEA safety standard requirements related to your review areas Basic IRRS Training - Preparations of Reviewers

7 Training documents Reviewers are expected to recapitulate all BIT Lectures An electronic self-training package is under preparation to facilitate the recapitulation A refresher training is held the day before the mission starts Basic IRRS Training - Preparations of Reviewers

8 Mission report Reviewers are expected to get familiar with

10 ARM – purpose and goal The ARM – compiled by the host country – is meant to summarize the information necessary to the reviewers for preparing themselves to the mission The ARM is expected to be available two months prior to the mission Basic IRRS Training - Preparations of Reviewers

Answers to the Questionnaires for all Modules in the scope Read all on your review areas and prepare questions for interviews Basic IRRS Training - Preparations of Reviewers

14 ARM – legal background Laws, acts, orders, decrees, regulations in the scope of the mission Regulatory requirements and guides You need to be aware of the legal background and regulations related to your review areas Basic IRRS Training - Preparations of Reviewers

16 ARM – Action Plan List of actions identified in the self-assessment as necessary Reviewers are supposed to be fully aware of these planned actions during their interviews If an Action Plan item relates to noncompliance with IAEA safety standards, you are expected to formulate a Recommendation Suggestions may also originate from Action Plan items Basic IRRS Training - Preparations of Reviewers

17 ARM – policy discussions
Policy issues proposed by the hosts are discussed during the mission They provide information to the hosts on the experience and practice in the reviewers’ countries Documents and facts related to the policy discussions are part of the ARM Basic IRRS Training - Preparations of Reviewers

19 Be aware that: You are expected to assess the ARM against the relevant IAEA safety standards You need to form an initial opinion of your subject area You need to allocate the necessary time for reviewing the ARM before the mission Experience shows that at least a full week is needed for an average reviewer to make these reviews before the mission It is a very heavy work for the host country to assemble and edit the ARM and make necessary translations. 20 First impressions Reviewers are expected to summarize their first impressions issues to investigate further open questions possible findings missing documents or data They are to be sent to the TL and TC two weeks prior to the mission Basic IRRS Training - Preparations of Reviewers

21 Summary (1) Read through the IRRS Guidelines
Revise training course material Familiarize with the IAEA Safety Standards relevant for the assigned module(s)/areas Obtain from the ARM a sound picture about the legal background and regulations relevant for the assigned module(s)/areas Assess that part of the ARM which is related to the assigned module(s)/areas and make note of issues that require further clarification during the interviews, i.e. missing or incomplete information Basic IRRS Training - Preparations of Reviewers

22 Summary (2) Prepare a list of questions that may clarify the issues found (to be handed over to the counterpart) Write down the first impressions, possible concerns and conclusions to be discussed during the initial team meeting Team members are supposed to read only that part of the ARM that is related to the assigned module(s)/area(s). But remember that the ARM on Modules 1 and 3 provides valuable legal and regulatory background information that should be of interest for all reviewers Basic IRRS Training - Preparations of Reviewers
