2. Background: ToR and draft Regulation
BCs have to make an evaluation of the cost of the national survey on wheat
In accordance with the principle of proportionality this Regulation confines itself to the minimum required ... and does not go beyond what is necessary for that purpose.

There will be an increase of the costs;
in particular in a 1st stage of the implementation
mainly for those countries not conducting surveys on PPPs for the time being
those that need to adapt their surveys to meet the legal requirements.

However, this Regulation gives flexibility in the choice of instruments;
including administrative data and expert estimates
in the timing for collecting data (for each 5-year period, MSs shall compile statistics on the use of PPPs for each selected crop).
This gives the MSs an opportunity to take national requirements into account or to satisfy specific national interests.

5. Different methods adopted by BCs for current project
Surveys, due to lack of data:
Face-to-face interviews,
Telephone interviews,
questionnaire,
Postal questionnaire.
→ individually or mixed.

Face-to-face interviews : Most efficient in terms of results but most costly in terms of human and financial resources?
Postal: Least costly? Results ?

7. Vision for the future: meeting both EU and national needs
Make 1 single survey covering all crops in the same year to reduce costs ?
Mix the PPP survey with another survey (which would be extended/adapted)
Use smaller samples and/or fixed samples of farmers surveyed on a voluntary basis (both cost reduction and better/reliable results ?)
