1 RGFSCIII Procurement Request Lead Times
To effectively execute contract actions, it is imperative that the Program Management Office and Contracting Office are given adequate time. PMO Lead Time The time required by the PMO to prepare the requirements package. A complete requirements package includes: 1) All proposed document changes in the form of track changes, and/or any new documents 2) An Independent Government Cost Estimate (IGCE) 3) An approved Procurement Request (PR) or Promise to Pay 4) Market Research & Service Requirements Review Board (SRRB) Approval (Options Only) KO Lead Time The time required by the Contracting Office to negotiate and execute a procurement action. It begins upon receipt of a complete requirements package from the PMO.

ACTION Lead Time Administrative Action or Funding Only Action (no scope changes) days (15 days PMO Lead Time + 15 days KO Lead Time) No cost modifications (with scope change), or actions <$250K days (30 days PMO Lead Time + 30 days KO Lead Time) Funding actions (with scope change) $250K<$7M days (60 days PMO Lead Time + 60 days KO Lead Time) Funding actions (with scope change) >$7M days (60 days PMO Lead Time + 67 days KO Lead Time) NOTE: Days are calendar days
