Eurostat will make a proposal to UIS and OECD on agreeing:
a mathematically valid method to calculate this indicator to use this method consistently in all international publications Methodology to be completed and proposed to UIS and OECD by March 2003

ISCED 6 Eurostat undertook to prepare a quick survey to evaluate the comparability problems of ISCED 6 (PhD or equiv.) reporting Survey now ready and will be sent to countries in the first week of February week deadline

Part-time attendance and part-time programmes
Eurostat will propose new draft instructions for the UOE on reporting different combinations of part-time attendance and part-time programmes Instructions completed by March 2003

Full-time + Part-time Teachers
Eurostat will organise an exchange of information on how to exclude double counting in the total number of teachers when adding full-time to part-time Information sent to countries by April 2003

The distinction between School and non-school establishments at ISCED level 0 will be dropped as the definition of ‘school’ is not clear Countries were reluctant to include a separate row for expenditure on ministries and other administrative units, so there will be no such change to the finance questionnaire for the moment 3

Unique address for UOE transmission (Stadium)
Eurostat proposed to OECD to have a unique address to send the UOE questionnaires (Stadium). This is a transparent way of communication that will avoid the overflow of messages and the loss of original or updated UOE questionnaires. Test (also with OECD) in January 2003.

How Stadium will work If the test goes smoothly this method will be used in the 2003 data collection. The countries will send questionnaires to a UNIQUE address and the files will be stored and automatically forwarded to all actors on the requester side. The country representative will have a “receipt” of the send-out. The requesters will be able to have reports of all flows of messages.

Allocation of funds to the Socrates decentralised actions
Past Full-time-equivalent teachers = full-time-teachers + half of the part-time teachers. Now New methodology…FTE = FTE in Pers2 Fairer... the same methodology is used for every country (Portugal is an exception as it can only provide data for the total number of teachers = total full-time + total part-time).
