9. Roles and Responsibilities of the Required Partners
Provide access to its programs or activities through the comprehensive American Job Center, in addition to any other appropriate locations (i.e., affiliated or specialized sites)
These services may be delivered in one of three ways:
Option 1. Having a program staff member physically present at the American Job Center;
Option 2. Having a staff member from a different partner program physically present at the American Job Center and appropriately trained to provide information to customers about the programs, services, and activities available through all partner programs; or
Option 3. Making available a direct linkage through technology to a program staff member who can provide meaningful information or services.

10. Roles and Responsibilities of the Required Partners cont.
Use a portion of its funds, to the extent consistent with the relevant authorizing statute.
Work collaboratively with the State and Local WDBs to establish and maintain the one-stop delivery system. This includes jointly funding the one-stop infrastructure costs through partner contributions.
Enter into an MOU with the Local WDB relating to the operation of the American Job Center network;
Provide representation on the State WDB and Local WDBs as required, and participate in Board committees, as needed.

The Joint WIOA Final Rule 2016 implemented jointly administered activities authorized by title I of WIOA and the 2018 SCSEP Final Rule adopted without changes the IFR that revised, amended, and aligned program performance, activities, and statutory language with WIOA. 20. Notable Changes in Coordinating Activities and Services Between SCSEP and the One-Stop System
SCSEP grantees would benefit by doing their due diligence to secure membership on the Workforce Development Boards.
SCSEP grantees must contribute infrastructure costs of the one-stop centers, must contribute to shared services and shared operating costs, and to make available “access” to programs, services, and activities through a direct linkage or physical presence.
SCSEP grantees are strongly encouraged to be actively engaged in the discussions and negotiations of the MOU and to ensure the Infrastructure Funding Agreement (IFA) outlines the program’s proportionate share of costs.

21. SCSEP Challenges in Partnering Under WIOA
Difficulty getting a seat at the negotiation table
Difficulty determining infrastructure contributions proportionate to use and relative benefit
Difficulty deciding how to best provide SCSEP services at AJC (co-location, cross training of AJC staff, direct linkage)
AJCs requesting infrastructure contributions that are not proportionate to SCSEP use and benefits
Infrastructure costs exceed what grant can support
AJCs confused about requirement to include all SCSEP grantees operating in the area in the MOU/IFA
AJCs referring any individuals 55+ to SCSEP rather than provide WIOA and related services

State grantees can ask to join in the combined State Plan
Clearly describe SCSEP/WIOA collaboration in State Plan
Ask to join board, or find a partner to represent SCSEP’s interests on board
Insist on being a part of MOU/IFA negotiations—MOU cannot be finalized without all partners
Ensure MOU identifies what benefits SCSEP will receive in exchange for its contribution
Reach out to Federal Project Officer for help if an area refuses to include SCSEP in negotiations
Ensure AJCs understand SCSEP eligibility, which WIOA services they should provide, and older worker needs
