7 Workforce Innovation and Opportunity Act (WIOA)
1 Workforce Innovation and Opportunity Act (WIOA) An Integrated Workforce Delivery System

8 The Workforce Innovation and Opportunity Act Envisions an Integrated Workforce that Involves All Partners

9 Roles and Responsibilities of the Required Partners
Provide access to its programs or activities through the comprehensive American Job Center, in addition to any other appropriate locations (i.e., affiliated or specialized sites) These services may be delivered in one of three ways: Option 1. Having a program staff member physically present at the American Job Center; Option 2. Having a staff member from a different partner program physically present at the American Job Center and appropriately trained to provide information to customers about the programs, services, and activities available through all partner programs; or Option 3. Making available a direct linkage through technology to a program staff member who can provide meaningful information or services.

10 Roles and Responsibilities of the Required Partners cont.
Use a portion of its funds, to the extent consistent with the relevant authorizing statute. Work collaboratively with the State and Local WDBs to establish and maintain the one-stop delivery system. This includes jointly funding the one-stop infrastructure costs through partner contributions. Enter into an MOU with the Local WDB relating to the operation of the American Job Center network; Provide representation on the State WDB and Local WDBs as required, and participate in Board committees, as needed.

15 Is SCSEP a core program under WIOA?
Yes No I really don’t know Uumm, good question – why don’t you tell me

16 2 A SCSEP Point of View WIOA Integration And the OAA Reauthorization Requirements

17 Setting policy on SCSEP collaboration within workforce system
SCSEP National Office Role in Collaborating With Workforce System Partners Setting policy on SCSEP collaboration within workforce system Providing general information, training, and technical assistance to grantees Coordinating with region and Federal Project Officers to provide targeted technical assistance and training for specific grantees

18 Coordination Between SCSEP and WIOA Programs
The Joint WIOA Final Rule 2016 implemented jointly administered activities authorized by title I of WIOA and the 2018 SCSEP Final Rule adopted without changes the IFR that revised, amended, and aligned program performance, activities, and statutory language with WIOA. These jointly administered activities included Combined State Plans Performance Accountability One-Stop delivery System

19 A Stepping Stone Towards the Coordination of Activities Between SCSEP & WIOA Programs
Aligning the requirements of States submitting SCSEP State Plans with WIOA State plans States that obtains approval of a WIOA Combined State Plan should follow SCSEP Final Rule § & 370 for guidance on submitting Combined State Plans Aligning 3 employment outcomes with WIOA and revising one of SCSEP performance measures to align with WIOA’s “indicators of effectiveness in serving employers” 3 employment measures Revising the effectiveness measure Coordination and Collaboration with the One-Stop to provide enhanced services to all job seekers and employers by all partner programs, and requiring all partners to dedicate funding for allowable infrastructure and other shared costs. Planned activities of SCSEP grantees should be coordinated with WIOA activities within the State using the One-stop delivery system

20 Notable Changes in Coordinating Activities and Services Between SCSEP and the One-Stop System
SCSEP grantees would benefit by doing their due diligence to secure membership on the Workforce Development Boards. SCSEP grantees must contribute infrastructure costs of the one-stop centers, must contribute to shared services and shared operating costs, and to make available “access” to programs, services, and activities through a direct linkage or physical presence. SCSEP grantees are strongly encouraged to be actively engaged in the discussions and negotiations of the MOU and to ensure the Infrastructure Funding Agreement (IFA) outlines the program’s proportionate share of costs.

21 SCSEP Challenges in Partnering Under WIOA
Difficulty getting a seat at the negotiation table Difficulty determining infrastructure contributions proportionate to use and relative benefit Difficulty deciding how to best provide SCSEP services at AJC (co-location, cross training of AJC staff, direct linkage) AJCs requesting infrastructure contributions that are not proportionate to SCSEP use and benefits Infrastructure costs exceed what grant can support AJCs confused about requirement to include all SCSEP grantees operating in the area in the MOU/IFA AJCs referring any individuals 55+ to SCSEP rather than provide WIOA and related services

22 Strategies to Overcome Challenges
State grantees can ask to join in the combined State Plan Clearly describe SCSEP/WIOA collaboration in State Plan Ask to join board, or find a partner to represent SCSEP’s interests on board Insist on being a part of MOU/IFA negotiations—MOU cannot be finalized without all partners Ensure MOU identifies what benefits SCSEP will receive in exchange for its contribution Reach out to Federal Project Officer for help if an area refuses to include SCSEP in negotiations Ensure AJCs understand SCSEP eligibility, which WIOA services they should provide, and older worker needs

23 Better Coordination of Activities Within SCSEP Workforce and Aging grantees
Peer to Peer Communication Provide valuable resource information to AJCs Tapping into the National Grantee resources National Set-Aside Grantees resources

24 Where are you in MOU/IFA negotiations?
What are MOUs and IFAs? We have completed all our MOUs and IFAs in all areas. We have completed most of our MOUs and IFAs, but are still finalizing some of them. We are at the very beginning of negotiations. We have tried to negotiate, but hit a dead end with our partners.

28 The Region’s Perspective
3 Your regional Federal Project Officer (FPO) is your first line of communication for all MOU/IFA issues Your FPO will identify challenges and coordinate targeted technical assistance with the SCSEP National Office During monitoring visits your Federal Project Officer will check for signed MOU/IFAs Failure to have a signed MOU/IFA may lead to a finding

29 What is the best way to find your local AJC?
