8 MDE’s EMS Program MDE offers a free six-month program to assist Maryland manufacturers in implementing an Environmental Management System. An Environmental Management System (EMS) is a set of procedures used by an organization to address both regulated and unregulated environmental impacts.

9 The EMS Process Instills a proactive approach to environmental management. Establishes a cycle of activities that keeps a facility on a path of continuous improvement and ensures that no environmental issues are overlooked, including ones that may not be regulated, but may still create a liability (i.e. new chemical compounds). Promotes pollution prevention projects, which can generate cost savings (e.g. energy and water conservation, waste reduction). Useful to organizations that must coordinate environmental programs at multiple locations or with on-site contractors. Incidents are seen as a problem with the system not an individual. Encourages root-cause analysis. Promotes two-way communication with employees which encourages them to report problems or suggest solutions.

10 Although ISO is a global trend with registrations in 110 countries, you can see that some regions of the world have been quicker to adopt the standard than others. Asia – Pacific region and Europe leading the way. What’s driving it? In Europe, consumers are typically more environmentally conscious and les wasteful than consumers in other parts of the world. So there is a cultural interest in doing the right things that carries through to employees and corporate leadership. There is also the legislative framework. Some European countries, most notably Germany have strong environmental laws related to packaging and resource conservation and there is also a European focus on voluntary initiatives to improve industry performance like ISO and EMAS. Asia – Pacific Region – Same logic as in Europe. ISO is seen as a cost effective way to improve environmental quality without a costly bureaucracy. You seen aggressive use of ISO in Japan. Because it’s an island nation with limited natural resources, Japan must be proactive on environmental management to be able to continue to grow economically. U.S. – Some have been disappointed in the lower number of ISO registrations, but the US has its own unique environmental culture based on a complex and strict regulatory systems. So U.S. companies have been cautious, but that is changing and we’ll talk more about the future of EMSs at the end of the talk.

11 Where Do I start? Where Do I Start? How do I put my organization on the path to sustainability? The path to environmental sustainability is a marathon not a sprint, but even the first steps can yield early rewards.  Employing the same concepts used in implementing an Environmental Management System can help ensure that your facility is prepared to take advantage of opportunities.  These measures can lead not only to environmental sustainability, but the sustainability of your very own organization as you become more adaptable to change and better able to respond to price increases or limitations in the availability of resources required for the operation of your facility. Create a cross-functional environmental team.     Create an environmental policy statement with high-level management support in order to communicate priorities to both your employees and customers.     Ensure compliance with all environmental laws and regulations - an important starting point before embarking on farther-reaching environmental goals.     Brainstorm a list of all the environmental impacts of your facility, activities, products, and services.  Consider both the actual and potential impacts of both your regulated and unregulated activities.  Don't forget to take a good look at your utility bills and waste streams.     Prioritize these impacts based on their significance (e.g. severity and frequency of impact to air, water, land, natural resources, humans, flora and fauna).     Choose one or more of these environmental impacts to address. Define the project, goals, timelines, and responsibilities.     Implement the changes.     Measure and share results.     Start all over!  Implementing these steps on a cycle (usually annual) keeps your facility on a path of continual improvement and ensures that no new environmental issues are overlooked due to changes in your business or facility.  Organizations that revisit their environmental impacts and possible solutions on a regular basis are better able to take advantage of new developments that present cost-effective and technologically feasible solutions.
