1 BREAKOUT 8: CM and The Next Generation of Plants
Facilitators: Mike Stout & Judy Schulte Spescom & Duke June 11-14, Richmond, VA

2 Topics for Discussion Issues Today What To Do CM Equilibrium
This module describes a well established, widely accepted model of the equilibrium state of Configuration Management in nuclear power plants. CM Process Model This module describes the processes that are used to return a plant to the equilibrium state. Design and Operating Margins This module describes how CM is used to protect design and Operating Margins Functional Areas This module demonstrates how Configuration Management applies to the normal everyday functions performed by most organizations across the site.

3 Design Requirements Issues
Issues Today Design Requirements Issues Design basis isn't complete, requirements not complete: Incomplete development of Design Requirements i.e. failure to consider interface SSCs. (Not all interfacing systems addressed) Incorrect/unverified assumptions Didn't address impacts on existing operating units.

4 Issues Today FCI Issue Incomplete documentation of Design Basis
Volume of FCI, Design Basis makes effective evaluation of change effects very different. Physical infrastructure not effective not effectively supporting operator action (human performance not adequately considered in design) Design not ALARA Design addressed plant impact on environment, but not reverse (unanticipated critter impact.) Didn't limit or classify types of information to be turned over and associated "quality" requirements.

5 What To Do Keep as installed information separate from as designed or as required information. Demand that the design requirements are as calculated and are not simply the upper limits of the chosen component. Understand effect of "cataloging" engineering, get the correct design information documented. Make sure that the AE's understand the difference and that they tell us when business choices are different from the calculated results. As much as possible want design specifications written then buy the part, not pick the part and work into design

6 What To Do Important to specify what data you want captured (in electronic form, native files). Need to specify data definitions and structure. (operational, maintenance, design requirements, etc.) Identify monitoring and operating capability desires (test heat exchangers, remote measurements, operator actions etc.) Need to incorporate radiological considerations in design Clearly define what is NQA-1 and what is not at component or sub-component level.

7 What To Do Distinguish configuration management process for design, construction and then operation. Need to address impact to nearby operating facilities. Identify which documents are to be used for construction only Develop obsolescence process. Develop an interface document that is part of the contract to define the documentation needed and how proprietary information will be used.

8 What To Do Need to realize that the more information you want in specific format will cost you more now to save you much later. Need to show this business case to management, we have the OE to prove it. List of documents required as a deliverable (format and structure).
