Progress and remaining challenges in the production of gender statistics
Lot of progress on gender statistics but SDGs include many existing challenges for gender statistics 80% of indicators in SDG5 (11 out of 14) do not have accepted international standards for measurement and/or data collection by most countries is irregular Across SDGs, we have 21 per cent of the data needed to monitor gender equality in SDGs Important areas are neglected in SDGs due to lack of standards and measures (e.g. gender dimensions of poverty, gender and the environment, etc.) Measurement of gender and intersecting inequalities needs to be prioritized – huge methodological and data requirements

What actions are required to improve the production and use of gender statistics?
Actions to address three inter-related challenges: Weak policy space and legal and financial environment to produce gender statistics at national level Technical challenges within National Statistical Systems that limit the sustainable production of gender statistics Lack of access to data and limited capacity on the part of policymakers and other users to analyse data to inform policies

Making Every Woman and Girl Count Enabling policy environment Supportive and well-coordinated policy environment in place to ensure gender-responsive localization and effective monitoring of SDGs Technical and financial support to: Conduct an assessment of gender statistics and identify gender data gaps Mainstream gender in national strategies for producing statistics Develop national plans to localize gender-related SDGs targets and indicators

Increasing data production: Quality, comparable and regular gender statistics are produced to address national data gaps and meet policy and reporting commitments under the SDGs Capacity of the national statistical system strengthened to: Compile Tier I indicators Collect Tier II indicators Methodological work for Tier III indicators

Improving data availability and use: Gender statistics are accessible to all users and can be analysed to inform research, advocacy, policies and programmes, and promote accountability Support increased gender data dissemination Promote institutionalization of user-producer dialogues to increase accessibility, quality and demand for gender statistics Strengthen capacity of civil society, government and other actors to analyse and use gender statistics to inform decision-making

In order to have better Production and Use of Gender Statistics for Evidence-Based Localization of the SDGs, UN Women has been implementing five years program aligning to Flagship Initiative Program (FPI) on Gender Statistics Program Title “Supporting the monitoring and implementation of the SDGs through Better Production and Use of Gender Statistics” ( ) Objective : to improve enabling environment of gender statistics production through improved coordination, capacity building in the National Statistical System, increased production of quality gender statistics and enhanced accessibility of gender statistics by the users. 15 15

3 Outcomes, 9 outputs Outcome I: A supportive and well-coordinated policy environment is in place to ensure gender responsive localisation and effective monitoring of the Sustainable Development Goals (SDGs). Outcome II: Quality, comparable and regular gender statistics are available to address national data gaps and meet policy and reporting commitments under the SDGs, CEDAW and the Beijing Platform for Action Outcome 3: Gender statistics are accessible to all users (including governments, civil society, academia and the private sector) and can be analysed to inform research, advocacy, policies and programmes and promote accountability

Status of Gender Statistics in Uganda
Outcome I: Making Enabling Environment Activities: GEWE Framework: Adopted a National Priority List of Gender Statistics (2016), aligning to the SDGs, NDPII (developed metadata, set baseline and target) Conducted an assessment to look at the legal framework Reviewed and updated the National Gender Statistics Strategy and Operational Plan of UBOS aligning with the SDG agenda Reviewed the Statistics Strategy for education sector by mentioning performance indicators 18 18

Outcome I: Making Enabling Environment Activities: Development of advocacy and dissemination strategy for gender statistics Reviewed the National Gender Policy 2017 to ensure the inclusion of guidelines for the generation and monitoring of gender indicators Revision of PNSDII and extension for another 2 years A framework of National Standard indicators which includes NPGEIs also. 19 19
