Reasons for an integrated risk model
The Dutch Inspectorate of Education supervises educational quality and more: since 2008, the Inspectorate also operates as the financial supervisor of the schools. Until last year these functions (quality and finance) were operating separately. We were already considering integration; a few incidents speeded the process up, notably the financial failure of a big educational institute for secondary education and VET. This institute also failed in several areas of educational quality. These two observations were not considered in combination. There is a need to assess the operation of schoolboards in a holistic way.

Requirements for the risk model
The data needed for the model should be easy to collect Information on educational quality, finance and other relevant aspects should be presented in a compact overview If possible, the model should relate the different types of information with each other The (financial) data should not only look back (which is usually the case in annual reports) but should also predict future developments The information in the model should be of use for inspectors for the primary detection of risks and possible failure Inspectors should be able to use the information from the model as a start for further analysis or (later on) investigation.

Implementation of the model
The model is part of a pilot on board oriented inspections (42 school boards) performed in the autumn of 2013 These inspections start with combined analyses by educational and financial inspectors Based on these analyses, decisions are made about combined or separate meetings with the board These meetings may be followed by investigations Beside quality judgements, financial judgements will also be actively published on the internet
