4. Process Consideration / Proposal
Proposed a greater reliance upon the ‘fact based checks’ (Verification Checks)
Still proposing to maintain a ‘peer review’ to limit impacts to existing Participant systems
Expected that the Business Rules should deal with valid reasons for rejection, therefore expected that this will be exceptional
Period of review proposed for [5 working days] – may change as process matures
Opportunity for CDSP to review representations discuss with provider and change proposer + publish representations and amended change proposal, if needed

5. Recommendation - Transition
Planned to formally transition mastering of MDD Market Participant Identities across to CDSP from February 2019
Includes DSC notice periods to allow for any changes to LWIs and systems
Technical changes will be limited – publication source changed to Xoserve.com
Maintain existing SPAA MP Id MDD format where possible
Ofgem Programme is looking to source Market Participant data from UK Link from November 2019
Gas MDD will be from two sources from February 2020 until REC v2.0 implementation (2021)
Proposed that the MDD publication timescales align
Note, activities within the two timelines may differ so start point may be different
This will rely upon DSC Committee creating a subgroup for MDD to correspond with the SPAA Change Board

6. Recommendation - Enduring
Expected that CSS will want to consume MP Id data from Electricity and Gas in the same format, and to the same timelines
Electricity and Gas publication timetables to be aligned
Implement a message (format and means is not currently defined) to notify MP Id population (and delta) as part of CSS Consequential changes to CSS
