Free State and Limpopo Provinces
Lessons learnt for eHealth Implementations during large scale webDHIS transition Free State and Limpopo Provinces
2
Previously DHIS 1.4 – distributed MS Access Database
patient information was recorded daily compiled monthly on a data summary form at facility level captured in desktop-DHIS at the sub district level. Each sub district exported data to the district Each district in turn exported data to the province for combination. The process of introducing Web-DHIS was driven by: hardware, software and other technical challenges, unavailability of antivirus software, lack of data use by clinicians. Web-DHIS was piloted from 2014 in an effort to improve data management processes.

Legislation, Policies, Strategies, Norms & Standards
NHI eHealth interventions (700 Facility and ePHC) These are the legislative, policy and strategic documents which mandates the move to webDHIS

5 webDHIS Transition Phases till 2020
Preparation Oct 15 – Mar 16 April – Dec 2016 Jan – Mar 2017 June 2016 – Mar 2020 …………… Main monthly Transition Consolidation Talk to this slide as it progresses by phase. The phase shows with the calendar and the timeframe for implementation and then the pictures below describe the activities Preparation: Datafiles, tools and training materials prepared Main/monthly transition: moving from 1.4 standalone to web-based capturing at the LOWEST connected level. Also mention the NDD Consolidation: Consolidate and prepare for Annual report and AGSA audit processes Facility DDC: Depending of maturity model of connectivity/consulting room computers/one computer use webDDC/eTickRegister/eSummary Sheet Interoperability: Longer term phase to ensure the model envisaged by NDOH for interoperability/eHealth is realised further and how the webDHIS will play a role in that. If these slides has to be printed then we would have to move each of the phases onto a separate slide Facility Daily Data Capturing (DDC) Interoperability
5
Scale of the transition in South Africa
Around 4,500 public health facilities in SA Free State around 250 facilities Limpopo around 500 facilities
6
Factors affecting the transition
Implementation of new NIDS dataset which necessitated configuration changes Internet connectivity challenges Change management aspects needed to be managed carefully Funding limitations for rollout and support
7
It often gets worse before it gets better!
Categorization of issues into one of 7 areas in order to identify the root cause: Configuration issues Data Inconsistencies User training required Hardware related Software functionality Telecommunications Policy or governance
