What is a Community Improvement District?
Defined area where property owners pay an additional rate to top up CCT services for the area as per the business plan. Does not substitute services, but works in conjunction with CCT to enhance service. Managed by the area’s property owners. Additional services defined by property owners & implemented as per business plan. Budget collected by CCT from property owners and paid over to CID in equal monthly instalments less 3%. OHMCID actions reported monthly at Board Meetings and to CCT. What is a Community Improvement District?

Benefits of a Community Improvement District
Safer public environment to the benefit of all property owners, tenants and visitors. Proactive, co-ordinated communication & direct consultation with the CCT’s service directorates to enhance service delivery within the OHMCID. Equitable distribution of cost to all property owners for providing additional services in the area in proportion to the municipal valuation of their property. Governance of the Community Improvement District
OHMCID NPC governed under Companies Act & Local Government Legislative Framework. Chairman, Secretary, Treasurer and five Portfolio members for public safety, cleansing/urban management, environment, social responsibility & Communications. Property owners become member of the NPC. Manages its own finances and NPC is audited. 5 year business plan. Annual budget and implementation plan approved by members (property owners) at AGM. Monthly board meetings (first 30 mins open to members) with reports to CCT and to property owners. Governance of the Community Improvement District

CID Application Process
Form steering committee Conduct Urban Management Survey Complete business plan Hold public meeting on 8 August 2018 Secure >60% agreement from property owners Submit application for CID to CCT Advertise application inviting comment/objections Objection period (< 60 days, objections to be submitted to CCT) – Closing date 31 January 2019 Meet with Objectors & hold 2nd Public Meeting – 23rd January 2019 Obtain approval as from 1 July 2019 Form a Non-Profit Company Implement business plan CID Application Process

Oakwood Estate & OHMCID
Properties in Oakwood Estate paying a monthly levy in the region of 3 x Additional Rate. Collecting a R1M per annum for security and upkeep. Support OHMCID but cannot afford SRA on top of the Estate Levy. Will contribute R95,000 per annum rising inline with annual budget increase. Will maintain, monitor and upgrade security cameras and fences around Estate to benefit of OHMCID. Will coordinate public safety measures with OHMCID measures. Oakwood Estate & OHMCID

Transition from Steering Committee to an Interim Board. Register OHMCID as a Non-Profit Company. Commence implementation of business plan end July 2019. General meeting of members (property owners) within 6 months of formation of NPC. Next Steps
