2 CCI Strategic Framework
Vision: build an ecosystem of cyber-related research, education, and engagement that positions the Commonwealth as a world leader of cybersecurity Mission: serve as an engine for research, innovation, and commercialization of next-generation cybersecurity technologies, and address the Commonwealth’s need for growth of advanced and professional degrees within the cyber workforce Commonwealth-wide ecosystem on innovation excellence in cyberphysical systems (CPS) with an emphasis on trust and security. Challenges: today’s workforce gap, economy tomorrow is threatened by this gap. Focus: 1. Cyber Physical Systems (CPSS) are systems that link the physical world \with the virtual world of information processing. Examples: Internet of Things, AutoPilot on Planes and Cars, Medical Monitoring Devices, Robotics 2. Entrepreneurial Ecosystem

3 CCI Network The CCI is a highly-connected Network that engages:
Institutions of Higher Education Business and Industry Government and Non-governmental Organizations Economic Development Organizations It will connect Regional Nodes across the Commonwealth Each led by an institution of higher education The Hub will enable world-class research focused on cybersecurity It will host faculty from CCI Network institutions, industry partners, and entrepreneurship programs Hub will be anchored by Virginia Tech and be located in NOVA. World class research with a focus on cybersecurity. Brian will touch on this more when he talks about implementation.

4 Blueprint Timeline 80 participants from universities, community colleges, industry, government, non-profits and other NGOs. 15 person executive committee (Brian and Tracy from our area) – CIO from Dominion Energy, CIO from Northrup Grumman, Lawyer, Academia – Administration and Faculty Full advisory met three times, day-long retreat in September, capstone meeting in November Very collaborative.

5 2018-2020 Virginia State Budget
The General Assembly approved $25 million for the Commonwealth Cyber Initiative. This comprises: $10 million to scale the initiative and recruit faculty $10 million to establish the Hub Including research faculty, entrepreneurship programs, and student internships $5 million available for renovations, space enhancements, and equipment CCI recommends an additional $40 million Further scale the Hub, pilot new programs to scale degree production, and recruit scholars and researchers CCI Network should be sustained by a $28 million annual investment Why? We are getting left behind. Georgia Cyber Center – $50million. Facility already open. Integrated with their university system Maryland – home to our nation’s intelligence community Report Dec said 23 states had commissioned through legislation cybersecurity task forces. Will require $ from philanthropy, industry investments and sponsored research programs. We need the economic diversity. Too reliant on our wonderful federal government customers. Connect higher education to industry. LEADER in cybersecurity for the Internet of Things.

Highest for concentration of high-growth firms (Inc data) 2nd in density of cybersecurity jobs; 4 times the national average Exceeded only by D.C. 6th in the nation for highly educated workforce 13th in the nation in R&D with approximately $10B 23rd for R&D performed by industry Why Virginia? Density of IT Talent Diverse Industries Venture Capital – 2016 analysis by Martin Prosperity – high concentration of VC activity in IT services in the national capital region DC Region ranks 2nd for highly educated workforce R&D investment - $4.6B came from federal government. We have a great foundation to build on Creates environment for growth

8 Virginia’s Share of High-Growth Companies
Majority of services provided to federal government => subject to their budget cycles. In the capital region, 50% of all companies that are “cybersecurity” are service companies. Missing are companies with product focus. Virginia wants to be a Leader in consumer and commercial technologies.

Build world-leading research and innovation capabilities Strategy 1.1: Establish critical mass of nationally recognized researchers Strategy 1.2: Build industry and government partnerships to focus, scale, and sustain research Strategy 1.3: Establish a Commonwealth-wide platform for CPSS research Strategy 1.4: Develop an ecosystem of CPSS research, education, and entrepreneurship CPSS = Cyberphysical System Security 1.1. recruiting, incubating, collaborate across the network 1.2 identify and execute projects that leverage CCI expertise

Help close the Commonwealth’s workforce gap in cybersecurity Strategy 2.1: Cultivate and support meaningful experiential learning opportunities Strategy 2.2: Enhance the pipeline of students entering higher education programs in cybersecurity and related fields Strategy 2.3: Align curricula of higher education programs with cybersecurity industry needs Strategy 2.4: Increase the number of students graduating from higher education cybersecurity programs HR Cyber/Virginia Cyber Alliance was called out as a model to use for the future because of their successful outputs: workshops for high school and college students, articulation agreements with community colleges and ODU, digital entrant program, internship funding program. 2.1. development of a portal to build relationships between employers and students, promote undergraduate research, experiential learning
