the OPMG Army Corrections Command
and an insight into current challenges facing
the Army Corrections System Program (VJAL)

3. RM Workshop
• This MDEP supports the correctional mission requirements generated by the Military Justice System. There are 4 CONUS correctional facilities and 2 OCONUS confinement facilities that support the Army and the other Services’ inmates under Army control IAW DODD
Mission:
Provides experience and training for soldiers supporting Combatant Commanders in detainee operations.
Provides mandated confinement and treatment of military personnel
- Provides the military justice system facilities to carry out sentences of confinement.
Returns errant soldiers to society or military community as responsible citizens or soldiers.
Manages supervised release of military personnel.

4. What VJAL Funds
Confinement & correctional services for Soldiers in Army/foreign confinement
Resources to cover all expenses incident to confinement & correctional treatment of pre- & post-trial military prisoners in Army Corrections System custody
Costs of professional treatment services, vocational training, custody & control, education, administration & management required at correctional facilities
Expenses incidental to guard travel in connection with transfer of prisoners within the ACS
Support to US military personnel confined in foreign penal institutions when support-in-kind cannot be given

5. What VJAL Doesn’t Fund Non-Correctional Training/TDY

Non-Discharged Prisoner Meals
New MILCON
Non-Correctional Training/TDY: PLDC, BNCOC, ANCOC
Local Civilian Contract Jail (QLPR):
Unit Escort Travel: No installation travel cost to transport prisoners to the gaining facility from the place of court-martial.
Non-Discharged Prisoner Meals
New MILCON: No new military constructions projects.
Unapproved Manning Requirements: No proposed TDA that increases civilian personnel requirement.

6. Requirements Build and Justification

Assumptions and Factors:
Army performs the confinement and detention mission indefinitely in support of the military justice system, the Executive Agent and the Combatant Commander.
Due to BRAC decisions, a new Regional Correctional Facility (RCF) will be built at Ft. Leavenworth. Inmates from the RCFs at Forts Knox and Sill will be transferred to the new Joint-Midwest Regional Corrections Facility in mid FY10 and those two facilities will close.
A new confinement facility is projected for FY 2010/11 (USAREUR).
Note 1: MDEP supports the secondary objective of providing an elite group of Soldiers with a unique skills-set (Detainee Operations), critical in combat, stability and support operations.
Note 2: Requirement development is based on historical trends and execution data, as well as, projected requirements for the new Midwest Regional Correction Facility.
Contracts/Maintenance includes medication distribution, pastoral care, treatment programs, copier maint, trash removal, dining facility support, i.e. grease trap cleaning, and various other support services. Also includes specific contracts for finger printing, cable TV, ID scans, law library access, security systems, automation services, etc. A copy of contracts must accompany the requirement submission.
Health & Comfort Items.
Supplies include the purchase of food service supplies, general supplies to support a large host of programs.
Inmate food: All Discharged inmate food should be included in the area.
Inmate Clothing should include all uniform pieces such as shirt, pants, coat-climate dependant, etc. (Undergarments)
Transportation includes the cost of vehicles associated with facility operations.
Inmate Related Transportation includes cost associated with moving prisoners from one military facility to another and to FBOP.
Non-Inmate Related Travel includes attendance at professional associations that support the confinement mission and professional development of the staff.

Each facility is assessed against 538 national standards that included treatment programs, safety, training and custody.
Army Corrections System continues to follow best business practices and process as outlined by ACP, Para 3a(1) Intent of SECARMY and CSA.

Conditions that jeopardizes the custody and control of the Corrections Facility should be submitted via UFR.
The shortage of surveillance equipment such as CCTV camera System combined with the shortage of 31E (Corrections Specialist) creates an unacceptable level of risk.

BRAC – Opening for the new Midwest Joint Regional Corrections Facility (MJRCF) at Fort Leavenworth and the movement of inmates from the RCFs at Forts Knox and Sill is scheduled for FY10.
