EU benchmark: By 2020, an EU average of at least 20 % of higher education graduates should have had a period of higher education-related study or training abroad, representing a minimum of 15 ECTS credits or lasting a minimum of three months. Definition in Eurostat Methodological Manual on LM: Number of EU-origin mobile graduates (i.e. either credit or degree mobility categories, with a minimum length of 3-month stay abroad) expressed as a percentage of all graduates whose origin (i.e. country of upper secondary diploma) is in the EU: Eurostat Education and Training Statistics Working Group - Luxembourg, June 2015

The reference population (denominator) is the population of graduates with country of origin in the EU. The numerator is a subset of this population (those qualifying for being deemed as mobile), The data on degree mobile graduates with origin in the EU needed from non-EU countries. 7 Degree mobile students and graduates
Degree mobility is defined as the physical crossing of a national border to enrol in a degree programme at tertiary-level in the country of destination Measured within each tertiary ISCED level (ISCED levels 5 to 8 according to the ISCED 2011 classification) in relation to the country of origin i.e. country where upper secondary diploma was awarded or the best national estimate Data collected since 2013 Data in UOE17 not provided by: FR (end of derogation in 2017), SK – reminders will be sent Eurostat Education and Training Statistics Working Group - Luxembourg, June 2018

Commission Regulation 912/2103: country where upper secondary diploma was awarded or the best national estimate Different concepts are applied in EU countries (UOE17): Upper secondary diploma (14 EU Member States) Previous education (1 EU Member State) Citizenship (5 EU Member States) Usual residence/Previous residence (8 EU Member States) For compilation of outward mobility indicators it would mean use of inward mobility country data based on different criteria. 11 Credit mobile graduates
Credit mobility is defined as temporary tertiary education or/and study-related traineeship abroad within the framework of enrolment at "home institution" for the purpose of gaining academic credit. Within scope of formal education and leading to a degree. Types of mobility: academic lessons and/or work placement/internship/traineeship provided that they are relevant for study programmes in which students are enrolled. 14 Future of the LM benchmark
Ongoing reflection in DG EAC on the definition of the benchmark post-2020 Decisions to be taken on the type (inward/outward), geographical scope (ESS/worldwide) – related to that compiling entity (Eurostat/other) Eurostat data as set in Commission Regulation 912/2013 within the remit of its competence: ESS countries Methodological documents developed by Eurostat and Task Force in 2013 available on CIRCABC Eurostat Education and Training Statistics Working Group - Luxembourg, June 2018
