A single window system put in place at every RO level in each sub- division
All permissions can be applied for and obtained through the SWS
Time limit earlier 36 hrs – now 24 hrs
An ARO designated as nodal officer in every SWS cell
Inspector / SI deputed in every SWS

4. Suvidaa – SWS Software
Earlier SWS was handled in traditional manual way
Now, Suvidha software introduced for management and monitoring
It provides for applying, processing, granting and monitoring permissions

5. Applying for permission
Physically at the SWS counter in each sub-division – all applications received are entered into suvidha at the counter itself
Apply online through Suvidha on CEO Bihar website
Apply through android mobile app
SMS acknowledgement sent to applicant

6. Applying for permission
Standard application forms available in the software
All documents to be submitted along with application also accepted through the software
Signed and scanned application accepted online – so no need to further submit manual application

7. Processing of permissions
Block and Police station level NOC taken through the software
Other permissions processed at sub-division and district level – offline /
Certain permissions - designated ARO authorised to issue

8. Granting of permissions
Standard forms for granting permissions available in the software
Issued permissions uploaded on the software
SMS alert sent to applicant
If available, permission mailed
Applicant can download permission from the website or collect it from the SWS counter

9. Monitoring mechanism Applicant can track the status online
MIS reports available to RO, DEO, CEO and ECI to monitor pendency
Alert SMS sent before expiry of time
Daily progress SMS sent to all nodal officers

10. Training and awareness
State level and district level training given to all concerned
Political parties given orientation at state and district level
Awareness through Newspaper ads, radio ads, posters, website and press briefing
