BTW – on right here is image of the front cover of the paper on assessment policy that I mentioned called Rising to the Challenge A reference to the challenges offered in relation to assessment by the OECD inquiry team that visited NI last April at the invitation of the DE & the Minister (more about their report and recommendations later on) You’ll see that the cover has no GTCNI logo – shared doc that has no status- but as a basis for negotiation with DE and CCEA (again more about that later.. On left is image of the major 50 page GTCNI submission to the NI Assembly Inquiry into Inspection and School Improvement – you’ll find it on our web-site if you are interested Really a literature review of world-wide research on inspection Issue was that we didn’t really have any local evidence Decided to do another survey 1700 responses Considered very challenging by CI Messages welcomed by the assembly committee Made 2 sets of recommendations

2 To examine what Einstein might describe as the specific valuable outcomes we want to achieve over the next year or so So let’s start with the big-joined up picture as presented by the OECD Who visited NI in April was it Report published in December Made some very specific recommendations which I will refer to More importantly – NI became part of a 28 country report Presented a ‘Big Picture’ based on best international practice of how to move forward on Evaluation and Assessment Going to be focus quite a lot on this next complex diagram Bear with me on the detail

Teacher appraisal School leader appraisal external school evaluation Performance data What they are OECD has found is that School Evaluation is expanding and becoming more diverse Most OECD countries now see evaluation and assessment as playing a central strategic role and are also taking a more comprehensive approach: Formerly, evaluation and assessment focused mainly on student assessment, now much broader Greater focus on appraisal of teachers and leaders expanded use of performance data. greater use of external school evaluation, If this is to happen we need to get all of these things properly joined up That’s where GTCNI as your professional body intends to provide the following policy advice to DE and support to schools OECD 2013:p 385).
