3. 1 EU eIDAS regulation
One of the pillars of the EU is the single market: free movement of people, capital and goods.
Lot achieved in the ‘analogue’ world: im- and export of goods without all the paperwork, travel around Europe without borders, study in another MS etc.
In the digital world borders still exist: government services are digital available for citizens / inhabitants of a specific member state
Reason: national eID’s are just available (by law) for inhabitants
Especially for inhabitants and entrepreneurs in border regions a threshold to work, study and trade across the border!

4. 1 EU eIDAS regulation eIDAS: electronic IDentities And trust Services
Europese regulation: mandatory, as of September 29th 2018 !
Regulates cross border access to national eServices: German Personalausweis notified, access to all Dutch governmental eServices!
eIDAS takes care of: recognition between EU / EER member states of:
Electronic authentication means (eID’s) e.g. German Personalausweis, Belgian eID card, Estonian eResidency etc.
Trustservices, e.g. electronic signatures

5. 1 EU eIDAS regulation Important characteristics:
Mandatory cross border recognition limited to governmental services
Free of charge for governmental services
Access to private services on a voluntary basis (not implemented in the NL yet)
Based on pre-defined levels of trust: ‘substantial’ and ‘high’

Agriculture is one of the most regulated economic activities in Europe;
Due to EU and national subsidies: compliance
EU and national environmental protection regulations and grants e.g. Natura 2000 regulation, wetlands protection, grants to grow certain crops etc. etc.
To prevent and fight animal and crop diseases
In order to comply farmers have to register land use (basis for subsidies) and farm animals (cows, goats, sheep, horses)
In the Netherlands and Belgium the usage of eServices is more or less mandatory

In border regions farming isn’t limited by national borders:
Farmers lease or rent plots across the border
E.g. cows graze in a meadow in another MS
The challenge was:
how to log on when you can’t obtain an eID of another MS?
How to apply for a grant when you can’t register land use, how to register your cows and avoid getting a (heavy) fine?

12. 4. The solution
The infrastructure piloted in STORK and implemented to support the eIDAS regulation enables farmers in the border region:
Logon to portals of service providers in another MS;
Using their own national eID’s;
Enabling them to comply to EU and national laws and regulations;
Prevent them from getting a fine;
Apply for EU and national subsidies to support their income
Making life of border region farmers easier and more comfortable!
