2. Clause 1. 2.6 ( b) – Amalgamation
Existing text : Amalgamating of unions where practical to establish one union in each industry or sector Amendment : Amalgamating of unions to create stronger unions. 10/04/2019

Clause 8. 3 .1 3.Representation at Conference
Existing : The Biennial Conference or Special Conference shall consist of delegates from financially affiliated members on the basis of the following maximum entitlement: Up to 200 members 201 and up to 400 members 401 and up to 600 members 601 and up to 900 members 901 and up to 2000 members 2001 and up to 3000 members 3000 and above members And for every 1000 members or part thereof is in excess of 3000 members – one (1) additional delegate and vote 10/04/2019

4.New inclusion – as per practice
Where 2 or more affiliates amalgamate, they shall retain their voting rights in accordance to their entitlements as an individual affiliate given that they have continued to pay their normal capitation fees. 10/04/2019

Clause Justification To promote organizing by affiliates to increase membership in both organized and unorganized sectors. To encourage unions to expand and move into the next tier/levels To reflect the membership of larger unions in the voting rights at Conferences 10/04/2019

Clause 12. 1 5.The National Executive Board
Existing : The National Executive Board shall consist of the President, three Vice Presidents, at least one of whom shall be women, the National Secretary, one Assistant National Secretaries and the National Treasurer, who shall be the Officers of the FTUC, elected for two year term at the Biennial Conference. All Officers shall hold honorary office unless the Conference decide that the National Secretary should be a paid officer, in which case the terms and conditions of employment shall be determined by the National Executive Board and endorsed by the National Council. Amended: The National Executive shall consist of the President, four Vice –Presidents, at least two of which should be women, two assistant national secretaries, and the national treasurer. …. New inclusion The Chair of the Youth and Women’s Committee shall be co-opted as observers in the NEB and shall have speaking rights. 10/04/2019

Clause 12. 1 – NEB: Justification
To include the increase in the number of VPs from three to four, to increase the number of women as VPs from at least one to two, and to increase the number of ANSs from one to two. This change to reflect the understanding made as a result of the merger. To include YC and WC representation in the Committee as endorsed. 10/04/2019

Clause 12. 3 6.Duties of the NEB
New Inclusion: All National Officers shall be assigned specific duties by the National Executive Board in consultation with the National Secretary, apart from their traditional roles during their term in office. 10/04/2019

Clause 14.1 8. Representation of Women
Amended: A Women’s Committee Biennial Conference shall be held at least one month prior to the Biennial Conference, preferably in the month of March to coincide with activities planned for the International Women's Day. . Existing: Women’s Committee Biennial Conference shall be held prior to the Biennial Conference. 10/04/2019

Clause 14.1 Representation of Women- Justification
To conduct the Conference with special focus on women’s conference agenda together with the affiliate leaders. To enable affiliate leaders to observe the work of their members and then provide an enabling environment in the union and local activities to promote women . 10/04/2019

Clause 14.2 9.Representation of Women
Existing: The Women’s Conference will consist of delegates and observers from affiliated members on the basis of their numbers of women members on the same basis as the National Conference. Remits passed at the Women’s Conference shall be forwarded to the National Secretary when the remits are called for the Biennial Conference. Amended: The Women’s Conference will consist of delegates and observers from financially affiliated members on the basis of their numbers of women members on the same basis as the National Conference. At least one Principal Officer of the affiliates must accompany the Women delegates to the Conference who shall not have the right to vote. 10/04/2019

Clause 14.2 9.Representation of Women Justification
Affiliate leaders will be able to observe the work expected of the women committee members and to provide an enabling environment for the women’s rep to undertake their tasks in union. 10/04/2019

Clause 14.5 10.Representation of Women
The Women’s Committee shall nominate two representatives who shall be entitled to attend the meetings of the National Council with voting rights. The Women’s Committee shall nominate four representatives, whose affiliates are financial, to attend the meetings of the National Council with voting rights. The Representatives must include the Chairperson and the Secretary, and two other members. 10/04/2019

Clause 14.5 Justification This increase would enable more women leaders to practice their voting rights and express their opinions. Thus moving towards achieving gender parity. 10/04/2019

Clause 14.7 Representation of Women
A properly audited Balance Sheet and Report of the Women’s Committee shall be presented at the National Council and the Biennial Conference. An Activities Report and a report on Finance of the Women’s Committee shall be presented at the National Council and the Biennial Conference. 10/04/2019

11. Representation of Women 14.7 Justification
Chair of Women’s Committee to present a Financial Report only, as FTUC Treasurer/ Financial Officer would be presenting an audited Balance Sheet and Report. Funds are held in FTUC account and Biennial accounts reflect the amount of funds held by the WC. 10/04/2019

Clause 12. New inclusion Divisional branches of the Women’s Committee shall be formed to enhance the process of empowering women. 14.9 (a) The Women’s Committee Terms of Reference shall reflect the aim and functions of the formed branches. 14.9 (b) the Divisional branches will report to the national Women Committee and work in consultation with the national executives at all times. 10/04/2019

Existing: A Youth Conference shall be held in the year of the Biennial Conference Amended: A Youth Conference shall be held at least one month prior to the Biennial Conference 10/04/2019

Clause 15.4 Representation of Youth
Existing: Youth Committee shall nominate two representatives from financial affiliates who shall be entitled to attend NCMs. Amended: Youth Committee shall nominate four representatives from financial affiliates who shall be entitled to attend NCMs. At least one principal officer from the Affiliate must attend the Youth Conference and the delegate shall not hold any voting rights 10/04/2019

14).Representation of Youth- Justification – 15.4
Increase from two to four Inclusion of affiliate executive to support reps work in union and national level and also to monitor progress and evaluate if capable to be re-nominated on the Committee. 10/04/2019

Clause 15.6 Representation of Youth
A properly audited Balance Sheet and Report of the Youth Committee shall be submitted to the National Council and the Biennial Conference. A Finance Report of the Youth Committee and Report of the Youth Committee Activities shall be submitted to the National Council and Biennial Conference. 10/04/2019

15) Clause 15.6 Representation of Youth
Funds are held at FTUC and audited by FTUC Auditor annually. 10/04/2019

16) Clause New Inclusion Divisional branches (Central/ Northern/ Western) of the Youth Committee shall be formed to enhance the process of empowering young workers. 15.9 (a) The Youth Committee Terms of Reference shall reflect the aim and functions of the formed branches. 15.9 (b) the divisional branches will report to the national Youth Committee and work in consultation with the national executives at all times. 10/04/2019

16) Clause 15.9 These divisional branches will ensure that the Youth Committee is able to perform in a more effective and efficient manner. This will provide an opportunity to meet frequently to discuss the action plan of the Youth Committee and progress made in each division in regards to this. This will engage more youth in the respective divisions. It is difficult to meet as membership is spread across the divisions currently eg west and central and members are not able to travel or meet regularly. 10/04/2019

17) Clause 16.4 New inclusion Organizing Committee
An Organizing Committee shall be formed to promote organizing efforts and support increase in membership of the FTUC. Structure of the committee: The National President shall be the Chairperson of the Organizing Committee Members shall be appointed by the Chairperson in consultation with the national Secretary. The National Committee shall form branches at divisional level as it deems necessary. 10/04/2019

17) Clause New inclusion This committee will help achieve the goal of increasing membership from all divisions. 10/04/2019

Clause 16.6 New inclusion Workers Activities Committee:
A committee shall be formed to: Develop a training and education plan, implement the plan and ensure effective monitoring and outcomes of the work of the Committee. Structure of the Committee: One of the Assistant National Secretaries, as appointed by the National Secretary, shall be the Chairperson of the Committee. The Members of the Committee shall include all recipients of key local and international trainings, selected trade union officials, and selected representatives from affiliates. The key representatives of Youth and Women Committee shall also be part of this Committee. 10/04/2019

18). Clause 16.6 WAC - Justification
The Committee shall deal with training and building of FTUC capacity in resource persons, training materials and young leadership 10/04/2019

Clause 16.7 New inclusion Policy Committee:
A committee for development of policy and review of orders, laws and statutes guiding the FTUC shall be formed. Structure of the Committee: The National Treasurer shall be the Chair of this Committee The members of this Committee shall be appointed by the Chairperson in consultation with the National Secretary. 10/04/2019

Clause 16.7 19).Policy Committee - New inclusion
The committee will be responsible for review of statutes and development of policy in consultation with other committees. 10/04/2019

20). Clause 16.5 New inclusion Communications & Publicity Committee
A Communications and Publicity Committee shall be formed for the purpose of adequate and efficient communication, campaigns and publicity of FTUC’s work with affiliates, locally and internationally. Structure of the Committee: One of the Vice Presidents, as designated by the National executive Board in consultation with the National Secretary, shall be the Chairperson. The Members of the Committee shall be appointed by the Chairperson in consultation with the National Secretary. The Communications Assistant shall develop a work-plan in line with FTUC policy, and the FTUC work-plan to promote and support the work of the Committee. 10/04/2019

20). Clause New inclusion The Committee will ensure that FTUC’s work is publicized widely and that communication from national centre, and vice versa, is regular and effective. 10/04/2019

Clause New inclusion All Committees shall be guided by their Terms of Reference that is approved by the National Council. 10/04/2019
