Motivation / Achieve Energy is significant important in the economy, special in developing countries. The balance of energy will provide comprehensive the demand and supply energy of nation that is basic to calculate some statistical indicator related energy so it will impact to Government to make energy policy.

Motivation / Achieve Before, In Viet Nam, Industry Ministry had a project study this topic but the data source is not enough final consumption of energy so result of research is did not complete. At present, Government assigns to General Statisitics Office (GSO) responsibility to collect data, analysis and calculate to public balance of energy

Issues / Overcome Limit data sources:
Data on production (supply) of different kinds of energy & data on export, import are now available At present, Viet Nam lacks information source on energy consumption for different purposes to serve for energy balance New methodology for collection of lack data

Issues / Overcome The Project support of ESCAP is very important to overcome issues by provide international experiences & provide consultants to: Assessment current data source and giving the way to capture lack information on final consumption energy (including: design questionnaire to collect information when integrated with other current surveys) Completed the methodology to develop balance of energy

Plan to Progress / Timelines
1. Identification of the data gaps, key uses/users and priority improvements areas culminating in a work plan to improve energy balances and statistics Prepare detailed action plan, recruit National Consultants (March - April 2018) Assessment on current energy balances & statistics including data sources, data processes & methodologies currently used, identification of the data gaps (report of the detailed assessment & recommendations for addressing the data gaps & priority needs) (April – May 2018) In-country workshop to discuss key issues & establish a work plan to address these issues with the participation of key government stakeholders including agencies providing and using data (June 2018)

Plan to Progress / Timelines
2. Implementation of the work plan to improve energy balances and statistics including filling key gaps and producing preliminary improved energy balances Implementation of the proposed work plan by GSO with feedback & support from consultants. A key output of the activities will be the production of a preliminary improved energy balance (April - August 2018) In-country workshop to review the progress on the work plan & to provide information sharing & training for staffs of implementing agency & the data providers, policy makers (September 2018) Complete the implementation of the work plan including the compilation of final improved energy balances (August – October 2018) Establish a longer-term plan for continuous development of energy statistics & balances (October -December 2018)

Plan to Progress / Timelines
3. Document the substantive work and process for regional knowledge sharing Prepare and submit a report to document the substantive issues, results and procedures worked on during the project for regional knowledge sharing including through presenting in global and regional forums (October – December 2018)

Process for signing an LOA
1. Review all issues faced of the country 2. Determine priority areas based on: - Topics, attract attention of many countries in the region, ESCAP, others (SNA 2008, SBR,..) - Need international supports & experiences, could not solved for long time by the country - National consultants are available; other things, resources to implement project 3. Make proposals to ESCAP every year, when possible 4. Report & sharing results, knowledge
