3 Strenghtening of the Guidelines
Working Group on Strategies and Review in March Brought up with WGSR as a concrete proposal for adding ”shalls” IIR, Guidebook, QA/QC systems, use of templates etc WGSR agreed to the the principle of the need to strenghten the guidelines to support improvements in data quality

4 Strenghtening of the Guidelines (2)
Objections to the principle of using ”shalls” in the guidelines A group of legal experts will look into the principles and report in June May also suggest other ways of strengthening the guidelines

5 Policy issues Some policy issues were not agreed to
”Fuel used vs. fuel sold” Climate adjustments of emissions Need to be addressed later in 2007 Guidelines may be postponed

6 Phase-in Should use of templates be offered on a voluntary basis from the 2008 reporting round?

7 Pending issue Paragraph on resubmission
Should the Guidelines allow Parties to make resubmissions for correction of errors after the reporting deadline? Re-submission of data are accepted in the case of corrections to errors… Parties should clarify the content of re-submissions, specifying where changes have been made over the original submission. Re-submissions made after 10 March will not be integrated into WEBDAB and cannot be considered for modelling purposes.

8 Pending issue (2) NFR to SNAP (RAINS issue)
Propose to make this available on web NFR must be fixed, linkages can be developed
