2 Military Child Education Coalition
The MCEC is 501 (c) (3) non-profit organized in Texas and dedicated to serving America’s over 2 million children and youth with a parent in the Active Duty Forces, the National Guard, and the Reserves. The MCEC also services the children and youth of Veterans.

3 MOU Between Military Child Education Coalition and Huntsville City Schools
Purpose: To collaborate with HCS to address the challenges faced by students of military families Commitment of HCS: The HCS agrees to identify four employees of the district, each whom will serve as an Military Student Transition Affiliate (MSTA) Responsibilities of the MCEC: 1. Provide MSTA training on programs and services 2. Provide the MSTA’s access to program materials 3. Provide each MSTA a monthly stipend of one hundred and eleven dollars ($111.00) per month to carry out MSTA duties and responsibilities, as evidenced through completion of required program evaluations and data reports

4 MOU Between Military Child Education Coalition and Huntsville City Schools (CONT).
The obligation of MCEC: To provide financial support for this program, including MSTA stipend, contingent upon funding from the State of Alabama. Should grant funding cease or decrease to an amount that makes continued support of any one or all of the MSTA programs by MCEC impossible, MCEC will promptly notify HCS, in writing. MCEC is not an employee of HCS, and is not entitled to fringe benefits, pension, workers’ compensation, retirement or unemployment compensation, or any other benefits received by HCS employees.
