3. PACs (or equivalent groups):
3.4 – Eligibility for Parent Advisory Councils and District Parent Advisory Councils
PACs (or equivalent groups):
Must be separate from the management and operation of the school;
Must be made up of parents or guardians of students at the school;
Receive $20 per student.
DPACs:
Receive $2500 per year.
Parent Advisory Councils (PACs) or equivalent groups (e.g., parent support groups at public schools, Group 1 or 2 independent schools or First Nation band schools within B.C.) are eligible to apply for a PAC grant through the Community Gaming Grants program.
The PAC or equivalent must be an autonomous group whose membership consists of parents or guardians of students attending the school.
All PACs or equivalent groups are eligible to receive $20 per student. The level of funding will be based on the school enrollment numbers for the previous school year.
DPACs can apply for a Community Gaming Grant as well. They are eligible to receive $2,500 per year.

5.      Appendix VII – PAC/DPAC Pre-Application Checklist
PAC/DPAC information (Full legal name, mailing address and L&G number) 
The PAC/DPAC Pre-Application Checklist includes detailed information on the application process, including the information and documents you will need to gather prior to starting an application. 
A complete list of annexes/school(s) that your PAC represents 
A voided cheque from your gaming account 
A Gaming Account Summary Report for each year that gaming funds were held in the gaming account
Names, positions and contact information of 2-4 members of the PAC/DPAC associated with the application 

6. 7.5 – Appropriate Use of Funding for PACs
PAC grant funds are for extracurricular activities only, such as:
Student publications (e.g., newsletters, yearbooks);
Student competitions (e.g. writing, debating, chess, music);
Student computers for extracurricular activities;
Student societies (e.g. drama club, student society);
Student ceremonies (e.g., graduation, dry grad);
Uniforms and equipment for extracurricular activities;
Sports equipment;
Awards and trophies;
Capital acquisitions directly benefiting students (e.g. playground equipment); and
Student conferences or educational field trips within B.C.

7. 7.6 – Appropriate Use of Funding for DPACs
DPAC grant funds must be spent on things that foster greater parental involvement in schools and effective communication between schools, parents, students and the community.
Eligible uses of DPAC funds include:
Parent information and promotional materials;
Administrative costs, including BCCPAC membership fees; and
Travel for regular DPAC meetings.

8. 7.8 – Prohibited Use of Funds for Parent Advisory Councils
Goods or services used primarily by teachers to deliver curriculum or by students to complete curriculum requirements;
Materials that are not required in the teaching or completion of curriculum, but which assist in doing so (e.g. smart boards and tablets);
Disbursements outside the province, unless pre-approved by the Branch;
Out of province travel, unless pre-approved by the Branch;
Out of province/country aid;
Past debt, loan or interest payments;
It is also important to remember that there are some things that PAC/DPAC grants cannot be used for. Ineligible uses of PAC grant funds include, but are not limited to the following things.

Extra lighting, curtains, props, etc. for in-school theatre/drama classes;
Replacing the gymnasium floor;
BCCPAC membership fees;
Teachers on call (to supervise field trips);
Staff luncheons; and
Professional development of school staff.

10. 7.10 – Disbursement of Funding for PACs and DPACs
Grant funds provided must remain under the management and control of the PAC/DPAC.
Funds cannot be used for, or transferred to, curricular purposes or to schools or school districts or their activities or programs.
PAC grant funds must be disbursed within 36 months.
DPAC grant funds must be disbursed within 12 months.

11. Appendix X –Conditions for a PAC/DPAC Grant
A comprehensive list of the conditions a PAC or DPAC must comply with in order to receive (and continue to receive) a PAC/DPAC grant.
All conditions in Appendix X must be satisfied before another PAC/DPAC grant application is considered.
As PAC/DPAC grants are public funds, it is very important that the conditions of the grant are met and that records on the use of funding are maintained and reported.
The single most important rule for PACs and DPACs to remember is that they must complete and submit a Gaming Account Summary Report (GASR) to the Community Gaming Grants Branch every year within 90 days of their fiscal year end.
Do not forget to file a Gaming Account Summary Report, within 90 days of the end of your fiscal year (Condition 17):

12. Capital Projects Grant

13. Capital Projects Grant
For capital projects undertaken by not-for-profit organizations (including PACs) that have a cost of more than $20,000.
Projects categories:
Facilities – construction of new facilities and renovation or maintenance of existing facilities
Community Infrastructure – the development of public amenities that improve B.C. residents’ quality of life
Acquisitions – the purchase of fixed capital assets for long-term ownership and use by the organization (e.g. vehicles and equipment)

14. Capital Projects Grant
Requested amount must be between 20-50% of estimated project completion cost
Applicant must provide matching funds
Maximum project value = $1.25M
Competitive review process – being eligible does not guarantee funding
PACs can partner with another not-for-profit organization
PACs can apply for both the PAC/DPAC Grant and the Capital Projects Grant in the same year

15. Capital Projects Grant
Playground projects on public school property are no longer eligible. Please contact your local school board for information on the Ministry of Education Playground Equipment Program instead.
