5. New Law of Ukraine On Public Procurement
The goals:
improvement of the public procurement legislation
to increase transparency and openness of the public procurement procedures
to create the conditions for fighting corruption in this area
to expand the scope of the Law On Public Procurement

6. The major changes:
to reduce the list of cases that are not covered by the Law;
to define the concept of procuring entities in accordance with the principles of EU Directives;
adapt the single-source procurement to the negotiation procedure according to the EU practice;
to reduce the list of reasons for the using of single-source procurement;
introduction of electronic means;
to provide the opportunity during framework agreement to performed competitive selection through an auction with the use of electronic means.
