1. If You Harvest arXiv.org, Will They Come?

We examined which NASA Technical Report Server (NTRS) repositories received the most downloads during the first 15 months after NTRS was converted to OAI-PMH.
In particular, we were interested in the new collection development policy of including non-NASA scientific, technology and medicine (STM) repositories.

We found:
3 of the 4 non-NASA repositories in NTRS contributed few downloads, despite their large holdings.
Aeronautical Research Council (UK) was accessed frequently, presumably because of its aeronautics focus.
arXiv.org’s presence, despite being the most well-known OAI-PMH repository, did not guarantee its use in NTRS.
