SRR Nairobi The Team Office Offices almost ready.
Dr Walter N. MASIGA, representative, appointed on January 1st 2010. Dr Antoine MAILLARD, technical assistant on September 7th 2010. Ms Loise W. NDUNGU, secretary on September 1st 2010. Ms Grace OMWEGA, Adm. Ass/ Finance Officer on October 15th 2010. A driver/ messenger to be recruited Office Offices almost ready. Agreement between the Government of Kenya and the vender ready. Partition under way. Proposed official opening 1sr or 2nd quarter of 2011. Host country – OIE agreement ready soon. Agreements between OIE-IGAD and OIE-EAC in progress.

SRR technical activities.
Capacity building. Organised: Training workshop for OIE national focal points for animal welfare (9 – 11/11 Ethiopia). Attended: Regional information seminar for recently appointed OIE Delegates. Training workshops for OIE national focal points for : * Wildlife (16 to 19 March Tanzania). * Aquatic animals (15 to 19 June Namibia). * Veterinary medics (23 – 26/ 11 South Africa).

Meetings. Assistance to Member States. Attended:
OIE General Session, (24-28 May 2010 ), 1st conference on veterinary legislation). Alive, 7-8thApril 2010 (executive committee and general assembly). GF-TAD 5-6 April 2010 (steering committee). CDC International Conference on Emerging infectious diseases July 2010 Africa Animal Welfare Action Conference in Nairobi. 6-9 September 2010 Assistance to Member States. Quarantine status assessment in Djibouti and Somalia (Berbera, Bassossa and Djibouti). Promotion of livestock trade between the Horn of Africa and Gulf States. Livestock trade Workshop in United Arab Emirates. Discussions on laboratory twinning Kenya and Ethiopia.

SRR Relevant Projects. To be implemented.
Reinforcing Veterinary Governance. * Programme covers the whole continent – funds from EU and African Union. * Jointly implemented by IBAR, OIE and FAO. * Overall objective : “Improve contribution of livestock to food security and safety, economic growth and wealth creation in Africa”. * Specific objective : “Improve the institutional environment at national and regional levels to provide effective and efficient animal health services in Africa”. * Several meetings held during 2010 (IBAR, OIE, FAO). Emerging Pandemic Threats, Identify project. Program in the Congo Basin of Central and East Africa. Funding – USAID * OIE, FAO, WHO IDENTIFY project. * This project is intended to strengthen diagnostic capacities through the development of laboratory networks spanning the animal and human sectors. * Several meetings during 2010 (Kampala, Brazzaville, Atlanta).

SRR Important issues * Risk analysis * Animal diseases surveillance.
Examples : HPAI, vector-born diseases (East, Coast Fever, Rift Valley Fever and cost of vaccinations ...). * Climate change, recurrent droughts and floods. * Livestock trade. * Deteriorating laboratory capacities. * Inadequate financing of veterinary services. * Lack of appropriate legislation and lack of compliance. * Quality of veterinary products.
