Peoples Natural Gas Co Programs 1970s-Residential Conservation Survey. Low Income Usage Reduction Program -1988. Program originally administered by ten non-profit agencies-emphasis on heating systems and air sealing. Expanded to side wall insulation. Early savings were approximately 19% ; today savings average 23%. To date, 4,084 homes have been weatherized at a total cost of $12,463,757. Universal Service Evaluation in 2004 recommended one agency to administer the program. Requests for Proposals were sent and Conservation Consultants, Inc. (CCI) was the successful bidder. CCI contracts with eight Department of Community/Economic Development (DCED) agencies Goal is to leverage resources with other agencies and partnering electric utilities.
