Overview of countries involved in the Enlargement process - countries with an accession perspective (the former Yugoslav Republic of Macedonia, Albania, Bosnia and Herzegovina, Croatia, Montenegro, Serbia and Kosovo under UNSCR 1244/99, Turkey and Iceland) Dissemination of data Role of statistics in the Enlargement policy and IPA Note: some warnings and caveats regarding the data and maps included in this powerpoint presentation are not shown for space reasons. 7 Enlargement Policy and the Instrument for Pre-accession Assistance (IPA) in general
IPA consists of the following five components (components 3-5 only for candidate countries): Transition Assistance and Institution Building Cross-Border Co-operation (with EU Member States and other countries eligible for IPA) Regional Development (transport, environment and economic development) Human Resources Development (strengthening human capital and combating exclusion) Rural Development : 11.5 billion euro 7

8 Enlargement Policy and the Instrument for Pre-accession Assistance (IPA) part for statistics
IPA statistics is part of Component 1 Eligible applicants in the beneficiaries: National Statistical Institutes Central Banks Other partners (government bodies) in the national statistical systems Form of assistance: Grant Schemes supplemented by service contracts Over time, the use of direct grants will increase in order to give beneficiaries responsibility and control of their work under the programme : around 30 million euro for statistics (excl. Iceland) 8

9 IPA for statistics (2) To build up a statistical system is a long-term task and it needs continuous support Target areas for regional cooperation in statistics: a number of priority domains in the statistics acquis Macro-economic statistics Business statistics Agriculture statistics Social statistics Types of action under IPA: Financing data collection and surveys Meetings (Working Group meetings at Eurostat and other meetings) Study visits to NSI:s in EU Member States Training, including management training of senior staff at NSIs Transfer of know-how to beneficiaries from European expertise 9

10 ROLE OF OFFICIAL STATISTICS IN THE ENLARGEMENT CONTEXT
Dual role in the Stabilisation and Association Process and in the EU accession negotiations: Statistics is one chapter of the acquis that defines the harmonisation with the EU standards and rules and which has to be implemented in the pre-accession period Serves other policy areas by providing data for monitoring the changes and assessing the impact of policies chosen 10

11 CHALLENGES FOR THE NATIONAL STATISTICAL INSTITUTES
Development of the administrative and institutional capacity Improvement of sustainability, transfer of knowledge, and ownership Greater availability, quality and comparability of the statistical data in the selected priority areas Preparation for the eventual full application of the acquis 11

13 REFERENCE TOOL FOR THE STATISTICAL ACQUIS: Statistical Requirements Compendium
The Compendium is published every year The 2010 Compendium edition follows the Statistical Work Programme of the Commission for 2010 which was adopted on the basis of the multiannual Community Statistical Programme For each theme and module that is relevant for European official statistics producers, the Compendium provides: a description and the key priorities for 2010, the relevant legal acts with the Official Journal reference and other documents relevant for compilation of statistics, the data requirements – i.e. the data sets to be provided by European statistics producers to Eurostat, methodological information. 13

14 PROGRESS REPORTS for candidate and potential candidate countries
Part of the Commission’s annual strategy document explaining its policy on EU enlargement. Through Progress Reports Commission services monitor and assess the achievements of each of the candidate and potential candidates over the last year. Statistics is a separate chapter of the Progress Report Each Progress Report includes a statistical annex 14
