15. Interrogative sentences are questions
Interrogative sentences are questions. Sometimes a question is asked not for an answer but to make effective assertion or statement. For example: Who does not love children? We do not expect any answer to the question. The speaker is only asserting the fact that ‘Everybody loves children’. Questions of this type are called ‘Rhetorical Questions’ and they can be changed into assertive and assertive sentences can be changed into questions.

Who does not know Mahatma Gandhi?
Everybody knows Mahatma Gandhi.
