Clusters=township hospitals. *We excluded the two township hospitals located in the two county centres, because they are not closely comparable to the other hospitals—they have much better staff capacity and equipment than their peers, and are located close to the county general hospital. †Baseline prescriptions were issued during the 3 months prior to the implementation of the intervention, whereas endline prescriptions were issued during the last 3 months of the 6-month intervention period.
