Action 1. Development of a database with Time Use microdata.
Action 2. Development and maintenance of the data dissemination tool (tabulation software). Action 3. Transcoding of the nationally collected data into format requested for the European processing and dissemination.

Action 1. Development of a database with microdata
To build harmonised microdata database for the 2010 wave of the Time Use surveys and document the data quality. In case there is data not yet included in the 2000 wave and it is available and suitable, then this data should also be added to the database where possible. All data transmission will be done via eDAMIS

Action 2. Development and maintenance of the data dissemination tool
To perform feasibility study on variance estimation and implement the results (if possible) To develop programmes producing pre-defined and user-defined statistical tables A set of tables to be disseminated in the Eurobase will be prepared To manage maintenance

To prepare and transmit national Time Use microdata
Action 3. Transcoding To prepare and transmit national Time Use microdata Data transmission according to the rules applicable to statistical confidential microdata and via eDAMIS Action requires transmission of confidential data so may only be implemented within the framework of the European Statistical System (ESS) The Eurostat Working Group on Statistical Confidentiality shall be informed about the database To prepare and transmit national Time Use microdata so that a multinational database (action 1) can be build. All the data transmission will take place according to the rules applicable to statistical confidential microdata. All data transmission will be done via eDAMIS The Time Use microdata are to be transmitted to the beneficiary selected for developing the multinational Time Use database (action 1). (After development of the database, the beneficiary of action 1 will transmit the Time Use microdata to the beneficiary of action 2, which will have been selected for developing the tabulation programmes and for running the second phase of the multinational database and to Eurostat.) By sending a grant application for action 3, the applicant makes a commitment to transfer confidential Time Use data to the beneficiary of action 1 and to the use of the data for further processing for statistical purposes by the beneficiaries of actions 1 and 2 and by Eurostat. Since the present action requires transmission of confidential data, the actions may only be implemented within the framework of the European Statistical System (ESS). The Eurostat Working Group on Statistical Confidentiality shall be informed about the database.

The action 3 is closely linked to the first two actions being launched, in parallel, by Eurostat. The grants for the action 3 will only be awarded if a grant is awarded to carry out the actions 1 and 2.

Transmission of national data files for the database.

Project implementation timetable
Action 1 Action 2 development of the tabulation tool variance feasibility and implementation maintenance Actions 3 The action 1 should start in the 1st quarter 2014 and last till the successful reception of data coming from the last country (expected around third quarter of 2016). In total, the action 2 should start in 1st quarter 2014 and last till the end of 2018 The feasibility study should be performed sufficiently early to allow potential full implementation of the calculation tool at latest the 4th quarter of 2015 The action 3 should start at the earliest two months after start of the action 1 in spring 2014 and last around six months. The last country conducting the action 3 should be able to finalize the work till the September 2016

Attention The grants will be addressed only to the National Statistical Institutes and other national authorities responsible for the development, production and dissemination of European statistics as designated by Member States. If the potential grant beneficiary is not listed as one of the authority described above, a relevant NSI will have to perform a procedure of inclusion of the body to the list (see:

Discussion Any problems from the national perspective National experience on calculation of variance estimation for the TUS indicators If the national data was not delivered to the European database during the last data collection exercise, is there a possibility of such delivery (bearing in mind the reference year of the survey 10 year intervals them) What do you think about the option of delivering the tabulated data only if the microdata will not be comparable? (see milestones of action 2)
