Substitute Assessments for EOCs
Plan for 2019 Accountability Same rules as applied in 2018 Accountability Students who meet standards established on substitute assessments treated as having achieved Meets Grade Level on corresponding STAAR EOCs Plan for 2020 Accountability TEA is currently exploring identifying cut points for Approaches Grade Level, Meets Grade Level, and Masters Grade Level on substitute assessments TEA expects to implement differentiated performance levels on substitute assessments in 2020 Accountability Students would then be included in accountability based on whether they met the standards for Approaches Grade Level, Meets Grade Level, or Masters Grade Level on substitute assessments

CCMR 2019 Accountability SAT/ACT tests OnRamps
For annual graduates, TEA will evaluate 4 years of SAT/ACT results: 2017–18, 2016–17, 2015–16, and 2014–15 TEA will use the BEST RESULT over those 4 years OnRamps OnRamps course completion data was collected for the first time in the 2017–18 school year Students who earn course credit can elect whether or not to apply the credit to the student’s college transcript TEA is researching the most appropriate way to award CCMR credit for OnRamps as part of the CCMR calculation for 2019 Accountability

ESSA-Mandated High School Test Requirements in Reading and Math
The “problem” ESSA requires that each State ensure that students are assessed at least once while in high school in Reading and in Math In Texas, some students complete STAAR EOC testing in Math and/or Reading while in middle school … and therefore are not required to take a test in Math and/or Reading while in high school The “solution” TEA proposed a rule (19 TAC § ) to require students who complete their Math and/or Reading EOC assessments while in middle school to take either SAT or ACT while in high school

TEA anticipates submitting a plan for peer review that proposes timelines by which students who take an EOC in middle school are also administered an assessment in high school TEA is likely to seek a waiver on this issue for Accountability
