Vision for Educational Leadership & Learning
Florida’s cultural, economic and civic vitality rests on the success of its public education system to prepare all children to achieve at high levels and reach their full potential. This success depends on a Continuum of Leaders model. Therefore, it is imperative that the State, school districts, schools, and universities prioritize and collaborate on the sustained development and support of a Continuum of Leaders model including teacher leaders, assistant principals, principals, school district and state leaders. Florida’s vision of educational leadership is to create and sustain an efficient world-class education system through active, collaborative, ongoing, and mutually accountable partnerships among school districts, institutions of higher education, and the Florida Department of Education to identify, prepare, develop, and support leaders of education. 8 minutes Ginger reminds group of vision which is included in Exec Summary they received Present vision [Open up for discussion]

SELECT Findings PRINCIPAL LEADERSHIP STANDARDS
CONTINUUM OF LEADERS MODEL COACHING PARTNERSHIPS LEADERSHIP TRACKING SYSTEM [15 Minutes for slides 6-8] Ginger briefly reminds the group of the findings- they read them in the Exec Summary Present Findings The Florida Principal Leadership Standards are not comprehensively aligned to the state’s current educational needs, relevant current research, evidence-based practices, and national trends and standards. There is a lack of differentiation by role (assistant principal vs. principal) in the current leadership standards as written. Educational Leadership Certification (Level 1) and Principal Leadership Certification (Level 2) program approval standards do not take into account quality measurements for program approval, especially for partnerships and field experiences (e.g. internships). Leader preparation in Florida is not based on a Continuum of Leaders model of teacher-leader to school leader to school district leader to state level leader. The implementation of coaching models across the state is non-existent, varied, or reflects inconsistent expectations and does not include professional learning requirements. Partnerships between and among school districts, Institutions of Higher Education (IHEs), Regional Educational Consortia, and state level departments and organizations are underutilized, underdeveloped, and inconsistent in their design and quality. Leadership tracking systems (LTSs) exist in only four school districts (Hillsborough, Broward, Palm Beach, and St. Lucie), only one of which is fully realized (Hillsborough). LTSs are database management systems that collect and aggregate data on leader preparation, leadership development, and performance outcomes to support placement, planning, and decision-making at the school district level. 1. Review / Revise Florida Principal Leadership Standards
Align the FPLS with the current national trends and standards - i.e. NPBEA’s approved Professional Standards for Educational Leadership (PSEL) Inform program approval standards using National Educational Leadership Preparation standards (NELPS) Investigate the distinctions between different levels of leadership and the need for differentiated standards

2. Continuum of Leaders Model
Adopt a Continuum of Leaders Model for educational leadership development in Florida Develop and implement a certification and/or microcredential process aligned with the proposed Continuum

Development and implementation of robust clinical residency experiences Create networks of similar school districts thru leadership learning hubs Implement model thru policy, resource support, and technical assistance Implement a state-wide design for coaching

3. Partnerships Advance school district – IHEs – FDOE partnerships
Urban/suburban districts and IHEs Rural school districts, IHEs, and Regional Education Consortia FDOE – school district – IHEs mentoring and support programs Transform school district agencies and FDOE from compliance-monitoring to service/support providers

4. Leader Tracking Systems
Incentivize and support the development and maintenance of databases needed for leadership tracking systems that facilitate leadership succession planning and pipeline infrastructure

Risks Gap between research and the ideals articulated in state and national professional standards, and what is currently practiced Pockets of excellence in Florida operating in silos Individuals serving in roles for which they are ill-equipped and likely to falter Increasing rates of school leader turnover, especially in underperforming schools Need for statewide consistency and risk of neglecting contextual differences (i.e. rural, urban, suburban) [3 Minutes] We run the risk of perpetuating the gap between what research has shown and what is actually in practice in Florida Without conscientious efforts to build networks and partnerships, exemplars in our state will continue to operate in silos Individuals are promoted without being adequately prepared, and if we continue on our current trajectory we run the risk of continuing to set them, and our schools, up for failure Leader turnover, particularly in underperforming schools, is already high, and if we don’t take action to support these leaders we run the risk of increasingly high rates of turnover Attending to these paired commitments of consistency across the state and acknowledging and supporting contextual differences will necessitate active collaboration among partners to provide leadership learning that helps prepare leaders who can meet broadly accepted standards and expectations and have the capacity to implement those standards/expectations in ways that are attentive to the assets and needs of a particular setting.

We can identify/examine/scale-up “Programs of Excellence” in our state and across the nation The partnerships established under FAUPPI can provide a model of best practices and the continuum of leaders in action Models for coaching and LTS – FAU partners, Hillsborough, Broward Resources at our disposal
