School Committee Ice Rink Site Options December 18, 2018

2 Rink Context For the past three years representatives for Belmont Youth Hockey have discussed the hope for a public / private partnership for the rink. The condition of the current rink is beyond poor. There is deep concern that the rink will fail. The rink provides local access to ice time for the entire community of Belmont. This issue has been discussed at the School Committee Meeting (June 2018), Board of Selectmen’s Meeting (July 2018), and at Town Meeting (November 2018).

3 How Would This Work? The Town would need to decide the site (BHS or Incinerator Site) Once a site is chosen then a Request for Proposals (RFP) would have to be drafted by the Town and Town Counsel. The Town would issue an RFP and seek partners. The Town would follow the RFP process and choose the appropriate partner. A contract would be negotiated for the design and construction of the new rink. * Discussion with the community on a variety of issues like traffic, hours of operation etc… would take place throughout this process.

Less Impact on Traffic in Area Travel Time and Expense for BHS Students Potential for Two Sheets of Ice 3-4 Year Permitting Process Before Construction Can Begin No Impact to BHSBC 7-12 Building Project Current Rink Issues – Wait Time a Concern Foundation on Landfill / Wetland Increase Cost Due to Capping Issues Limited Interest Due to High Cost of Land Use

6 Summary The Town of Belmont has benefited by a functioning ice rink for many years. This rink is utilized by our youth hockey, figure skating, and Belmont High School boys and girls hockey teams. The rink is an asset to the Town. This partnership could result in a solution to rebuilding the aging rink at no cost to the taxpayers of Belmont.
