COMPILATION OF GATS 4 MODES OF SUPPLY
Mode 1: Cross Border: The service is supplied across borders while the consumer and supplier remain in their respective countries Examples legal services provided to a non resident client by phone, medical diagnosis of a nonresident patient via IT platform or portfolio management or brokerage services provided across borders

MODES OF SUPPLY Cont’d Mode 2: Consumption Abroad
The consumer goes abroad to consume in the supplier’s country Examples are tourism and ship repair outside the territory of the owner

MODES OF SUPPLY Cont’d Mode 3 Commercial Presence
Provision of service in another country by setting up a commercial presence e.g. financial services provided by foreign owned banks, medical services provided by foreign owned hospitals, courses offered by foreign owned schools The objective of setting up commercial presence is to obtain lasting interest in another territory to render services to consumers of that territory.

MODES OF SUPPLY Cont’d Mode 4: Movement of Natural Persons
When individuals, at all skills levels, move to the economy of another, temporarily, to provide a commercial service Examples: contractual suppliers (self employed or assigned by a foreign service supplier), inter-corporate transferees

GATS MODES OF SUPPLY Sources of data for movement of natural persons Mode 4 include: population censuses, household surveys, and migration statistics administrative data balance of payments statistics (estimation based on compensation of employees and workers’ remittances)
