“Policy-to-project-to-policy” cycle Why is it important?
Policies aim to bring about systemic changes but they cannot trigger changes alone and require successful implementation Individual projects rarely impact a whole sector or the quality of governance structures in general Improvements in policy frameworks (e.g. health service reforms) can boost developments in the social and economic spheres. Projects helping improve policies are favoured

Making progress in addressing regional challenges Making considerations and acting in a comprehensive and holistic way Ensuring regional efforts are strategically-oriented, coordinated and focused Spending scarce public resources in an effective and efficient way Helping achieve tangible, WARRANTED and lasting results Engaging policy/decision-makers and project implementers alike, and making them work in a mutually supporting manner Making a difference!

Policy-to-project Making policies and strategies happen
Take a comprehensive and integrated approach in the planning of interventions and the management of projects Deliver results within the polices prescribed for our region PA Health projects need to adhere to the EUSBSR objectives and priorities (NB. Criteria for EUSBSR flagships!) Project proponents, who plan to develop and implement projects within the PA Heath, need to meet certain expectations (NB. PAC Letters of Support!)

Project-to-policy Improving policies and strategies
Policies and strategies need to… Be adaptive and responsive Be evidence-based Undergo reality-check (ex-post evaluation for effectiveness) Policy advisory support needs to be rooted in practical local-level projects Broad and lasting impact of projects is best achieved through influencing and shaping policies Engage with policy/decision-makers from early project stages, and consider the channels that can be used to achieve best impact Ensure that projects provide feedback to the policy level
