Prefilling exercise within the 2018 reporting preparation
Objectives: Avoid double reporting for Member States and facilitate reporting exercise Allow links to 2012 reporting and other policy processes Prefilling done for the following schemas: ART9_GES: information reported under the 2012 reporting exercise ART10_Targets: information reported under the 2012 reporting exercise ART8_GES: CFP (D3) & WFD (D5, D8) (RSCs indicators assessments tbc) Indicators: RSCs indicators Calendar: ready by January, to be used in the test-phase (Feb-April 2018) How to use them: prefilled XMLs will be made available in CDR help so that Member States can download them and use them for reporting (they can either edit them directly or use them in the web-forms, where they will be able to import them)

Prefilling with WFD reporting data
For WFD, prefilling will be done for coastal and territorial waters per RBD within (sub)region Document DIKE_ describes the methodology for the calculations, a list of the MRUs used in the prefilling, examples of the data extracted from WFD reporting used for the calculations, and maps of 2 areas as illustrative examples The prefilled schemas and the WFD data extracted from reporting for the calculations will be made available in CDR If Member States don’t want to use the prefilled data because they may prefer other levels of aggregation (e.g. coastal water types or coastal waters split differently than per RBD), they can still make use of the WFD data extracted). In those cases, Member States would need to report the used MRUs to CDR through an update of the 4geo.xml and GIS files If Member States don’t want to use WFD assessments, they have to provide a justification. To be decided how (e.g. field ‘Description’ in class OverallStatus in ART8_GES)

Clarification included in the document: There may be a concern about the way the ecological status and quality element data have been used in relation to Descriptor 5, because there may be a few cases of getting two statuses based on the same dataset. However, Ecological status (WFD) and Environmental status (MSFD D5) are not the same, since the former includes hydromorphological elements and River Basin Specific Pollutants, which are not used for the D5 assessment. Therefore, it is not exactly the same dataset used for calculating Ecological status and Environmental status, since for the MSFD prefilling only the quality elements that are relevant to MSFD D5 are used.
