2 What is it?? The Civil War left the south in ruins!
Reconstruction was a plan that Tried to repair the war-torn South Restore Southern states to the Union Controversial Spanned 4 presidents

3 Questions after the Civil War
What to do with Southern States When allowed back into Union? South punished? Newly freed slaves Equal rights? Governmental questions Stronger federal government? Which branch? Constitution was silent on these issues

4 PRESIDENTIAL RECONSTRUCTION
Lincoln had a plan that was tougher on the south Main Goal: Bind nation together and create peace Johnson (after Lincoln’s assassination) had a plan that was more lenient on the south More generous

5 Newly Freed Slaves Many exercised their new freedoms
Many formed churches Black Codes were established that restricted the rights of many newly freed slaves Congress was able to outlaw Black Codes by passing the Civil Rights Act of 1866 14th Amendment ratified in 1868 This defined Black Americans as citizens of the United States and ensured their civil rights

6 15th Amendment 15 Amendment ratified in 1870
Black men gained the right to vote, not discriminated by race or color

7 WHY IS THIS SIGNIFICANT?
POSITIVES 1) UNITED THE COUNTRY 2) REPAIRED WAR TORN SOUTH, especially rebuild railroads 3) STIMULATED ECONOMIC GROWTH 4) 14TH AND 15TH AMENDMENT 5) Programs to help the needy Freeman’s Bureau Organization that helped many former slaves by providing basic necessities, education, healthcare, and helped them adjust to “freedom” Public Education Reconstruction money used to set up

NEGATIVES 1) GOVERNMENT CORRUPTION 2) STILL POVERTY 3) RACIAL ATTITUDES REMAINED IN THE NORTH AND THE SOUTH/KKK (wanted to prevent African Americans from exercising their rights) 4) SOUTHERN ATTITUDES TOWARD GOVERNMENT WERE NEGATIVE Corruption and that they were still in debt Taxed at a high rate
