Decision Trees to assist with the Implementation of the Stockholm Convention Draft April 2005
2
DRAFT Decision Trees to assist with the Implementation of the Stockholm Convention Background and rationale The Stockholm Convention decision tree tool has been developed by UNEP and UNITAR to provide guidance for project coordinators, ministries, and other interested stakeholders to better understand obligations for Parties under the Stockholm Convention on Persistent Organic Pollutants (POPs). It is designed to support decision making processes in the context of sound POPs management. It can assist Parties to identify their priority actions regarding POPs management and disposal and can help to make existing POPs inventories more comprehensive. The decision tree tool covers areas such as the management and trade of POPs stockpiles and wastes, the elimination of releases from intentional/unintentional production of POPs, identification of sources of POPs releases, as well as the environmentally sound disposal of POPs wastes. The decision tree tool does not always use exact Convention text; therefore the Convention itself should always serve as the final point of reference. The decision trees should only be used as a complementary tool to the Convention text. A Users Manual can be found by clicking on the ? box above. To begin using the decision tree tool, click on the home box above.

DRAFT Users Manual Introduction The help tool explains how to use the decision trees. The decision trees have an interactive interface, which allows the user to navigate through different branches of the decision trees and identify various actions to be taken in relation to particular areas of POPs management. In addition, the tool provides background information on certain obligations as stated in the Convention.
178
DRAFT The decision tree tool covers the following POPs-related areas Tree 1: Intentional production and use of aldrin, dieldrin, endrin, heptachlor and toxaphene Tree 2: Intentional production and use of chlordane and mirex Tree 3a: Intentional production of DDT Tree 3b: Intentional use of DDT Tree 4: Intentional production and use of HCB Tree 5: Intentional production and use of PCBs Tree 6: Stockpiles of POPs Tree 7: Trade/export of stocks of POPs Tree 8: Wastes consisting of, containing or contaminated with POPs Tree 9: Unintentional production of POPs Tree 10: Articles contaminated with POPs Tree 11: Equipment and decommissioned or offline equipment contaminated with PCBs Tree 12: Use of equipment contaminated with PCBs I Tree 13: Use of equipment contaminated with PCBs II

180
DRAFT Navigation The home symbol in the upper right corner of each decision tree will lead the user back to the homepage. Clicking the back symbol at the top right of the page leads the user back to the last visited slide. From the decision tree homepage it is possible to enter the areas of interest by clicking on a numbered decision tree box. This will lead the user to the starting point in the selected decision tree.
181
DRAFT Various starting points within a decision tree There are two different ways a decision tree can start: First, the starting point can be a yellow entry box, which describes the topic of the tree. This box is connected to a blue question box that contains the first question of the tree. Second, the starting point is a green box that prompts the user to choose between two possible yellow entry boxes. This is sometimes necessary as the Stockholm Convention might have different obligations for details of the same area (for example the obligations in relation to use, production, or trade of a specific POPs pesticide might differ significantly).
182
DRAFT Find below two examples that show these possible entry points Starting-point example 1: Here, the starting point leads to a diamond shaped box containing a simple question that can be answered with Yes and No. To reach the next question, simply click on Yes or No and the procedure continues in the same manner. Starting-point example 2: In this case, the user is prompted to select between two different «starting-point boxes» within the same decision tree and should click the appropriate «starting-point box» to proceed. This will be followed by the first question for that area (similar to the above-described procedure; see example 1 above). Is the content of the stock known? No Yes Starting-point box (choose between waste types) Municipal, industrial or hazardous wastes POPs waste
183
DRAFT Obligations, comments and forwarding to other relevant decision trees If the answer to a question leads directly to a specific obligation, an «obligation box» with the specific obligation appears and, if applicable, a «forward box» appears that will lead the user to other relevant decision trees. Go to decision tree 8 (wastes) Classify as waste, then… Is stock within its usable date? No Comment on obligation…. « Obligation box» « Comment box » « Forward box » If appropriate, a «comment box» appears which may contain, for example, an extract of the relevant Convention text or any other important comments on the obligation.
184
DRAFT Changing the answer/ going back to a question If the user wants to revise an answer given to a question or if the wrong box was clicked: 2. Alternatively, click the back symbol at the top right of the page. 1. Simply click the last decision box or any other box and the corresponding question will be asked again. Yes to acceptab le purpose No …expor t for environ mentall y sound disposa l From … No

DRAFT Example Decision Tree This chapter describes a simplified practical example and walks the user through a decision process from the initial question to the resulting obligations under the Convention. The following figure gives an overview on the entire example decision tree. Choose between POPs or non-POPs waste POPs waste Non-POPs waste Is the country Party to the Convention ? No Yes Party has to comply with the obligations of the Stockholm Convention Consult the UNITAR/UNEP decision tree tool for further assistance Party has no obligations in the context of the Stockholm Convention Apply any other relevant national and/or international regulations in relation to hazardous waste management and… Note: Further information is available at www.unitar.org/ cwm
186
DRAFT To show all possible paths and resulting obligations within the example decision tree, three different case studies based on different parameters will be examined: Case study 1: Country has POPs wastes and is a Party to the Convention Case study 2: Country has POPs wastes but is not a Party to the Convention Case study 3: Country only has non-POPs wastes and is a Party to the Convention The goal of these examples is to show how the decision trees can assist the user in making decisions based on the countrys current POPs situation. It has to be noted that the better this situation has been analysed, the easier it will be to identify the relevant obligations under the Stockholm Convention.
