2 DRAFT Decision Trees to assist with the Implementation of the Stockholm Convention Background and rationale The Stockholm Convention decision tree tool has been developed by UNEP and UNITAR to provide guidance for project coordinators, ministries, and other interested stakeholders to better understand obligations for Parties under the Stockholm Convention on Persistent Organic Pollutants (POPs). It is designed to support decision making processes in the context of sound POPs management. It can assist Parties to identify their priority actions regarding POPs management and disposal and can help to make existing POPs inventories more comprehensive. The decision tree tool covers areas such as the management and trade of POPs stockpiles and wastes, the elimination of releases from intentional/unintentional production of POPs, identification of sources of POPs releases, as well as the environmentally sound disposal of POPs wastes. The decision tree tool does not always use exact Convention text; therefore the Convention itself should always serve as the final point of reference. The decision trees should only be used as a complementary tool to the Convention text. A Users Manual can be found by clicking on the ? box above. Clicking the back symbol at the top right of the page leads the user back to the last visited slide. From the decision tree homepage it is possible to enter the areas of interest by clicking on a numbered decision tree box. This will lead the user to the starting point in the selected decision tree.

181 DRAFT Various starting points within a decision tree There are two different ways a decision tree can start: First, the starting point can be a yellow entry box, which describes the topic of the tree. This box is connected to a blue question box that contains the first question of the tree. Second, the starting point is a green box that prompts the user to choose between two possible yellow entry boxes. This is sometimes necessary as the Stockholm Convention might have different obligations for details of the same area (for example the obligations in relation to use, production, or trade of a specific POPs pesticide might differ significantly).

182 DRAFT Find below two examples that show these possible entry points Starting-point example 1: Here, the starting point leads to a diamond shaped box containing a simple question that can be answered with Yes and No. To reach the next question, simply click on Yes or No and the procedure continues in the same manner. Starting-point example 2: In this case, the user is prompted to select between two different «starting-point boxes» within the same decision tree and should click the appropriate «starting-point box» to proceed.
