Address register Co-operation about an electronic database for searching the correct activity code The contents reflects some possible co-operation areas from where all will benefit. When a common basis register functions it will be much easier for each authority to add more or less ‘own’ information in their own registers. But of course NSSRA will always need to receive information from other authorities because they have already information which can be used for statistical purposes and therefore it is not necessary to ask the businesses again. And when all use the same identification of the businesses it is easy to combine this – for statistical purposes.

The central players in Danish Central Administrative Business Register is the authorities mentioned on this slide and – not to forget the businesses themselves. Agreement on the importance of basis information – what kind of information and that this information has to be correct. Agreement on how to reach the end situation – make plans for development (not all can be done at the same time – what is most important?) Keep it simple.

It is because it is of interest to know partly the concentration and partly where the employment is located in what activities. Besides Start and Closing dates, the dates for when for instance the Legal Unit changes its address in the real world and when it is registered in the Central ABR are registered. All Legal Units producing goods and services (also self-employed) are registered if the turnover is above 7,000 € a year. The businesses are obligated to update the register. The more the information is used the more interested the businesses are to have correct information registered. Correct addresses are of interest for all who want to come into contact with the businesses – that could be the tax authorities, the working inspectorates and the statisticians. Correct activity codes can also be used for administrative purposes – to give permissions, to charge on waste, to investigate if some Legal Units with a given activity code pay the amount in tax which could be expected in that group of businesses. For the businesses it is important that they only have to update this basis information once. This also means that everybody (at least the public sector) has to use this information. The most important thing for the success of a common Central ABR is that the information is correct. How is it possible to ensure that this begins to work? The experience in Denmark has been that it is important that the information is public accessible.

8 Address Register Official addresses are necessary
Electronic registration will be easier Easy to find a relevant business Many purposes Official addresses are necessary – if the addresses are not official you cannot use electronic searching. Spelling errors might cause that a business is not found. Post code and the first few letters of a road name lead you easy to the correct address. As just shown all businesses at a given road can be listed. The searching can be made more sophisticated by for instance narrowing by house-number-interval or taking in activity code it can be used for many purposes. A municipality can be parted in a lot of different districts for different planning purposes. A lot of information can be connected to addresses – and one kind of information is information about businesses.

Purpose: The businesses should be able to find the correct activity code by themselves Why: Easier for the businesses Easier for staff who has to help businesses to register How: Co-operation NSSRA and TAX NSSRA is responsible for the content TAX responsible for the technical solution (Purpose) Or at least 8 out of 10 (Why) It will also be possible for the public in an easy way to find out more about the activity code. (How) As electronic registration of businesses are under preparation it could be a possibility also to think of incorporating a electronic searching of the activity code. As Tax is responsible for the registration it seems most convenient that Tax is also responsible for the technical solution of a electronic searching of the activity code. But NSSRA know the classification in more details even though Tax staff of course have to know a lot about the subject. This is also the reason why SD has found that it is a good idea to include a possibility to exchange experience through the same web-site. As I will show you the searching mechanism is built around headwords, and these are very important. SD has the responsibility for connection the headwords to the finding of the activity code – as well as the whole text material.
