Logistics – key issues Maritime Logistics Clearance via EU ports
Situation regarding over sea consignments from the UK? = Feeder-transports Ro-Ro Zeebrügge = largest Partner for the UK Cuxhaven = also Ro-Ro with UK; 50 % goes to the UK Road Infrastructure Dover

Brexit – Figures UK logistics Future (UK National Audit Service)
13 % of lorry drivers and 26 % of warehouse staff is from the EU Vacant lorry driver jobs in the UK = apprx Around EU employees are working in the UK logistics 48 % of UK export goes into the EU; 9,6 % of Intra-EU movements goes into the UK (sources: UK Office for National Statistics + Eurostat) Future (UK National Audit Service) Expectation of an increase of declarations from 55 mio. up to 255 mio. The largest volume is handled via Rotterdam and Belgium
12
Licences What´s about the situation of forwarding companies ?
Driving licence International Driving Licence necessary ?! EU Community licence for road haulage ? EU advice is that they have adopted a proposal to allow UK operators to temporarily (nine months until end of 2019) carry goods into the EU, provided the UK confers equivalent rights to EU road haulage operators. (UK have confirmed this and met all conditions) – still pending Community licence after Brexit is no longer valid = apply for an ECMT (European Conference of Ministers of Transport international road haulage permit )
13
The UK Department for Environment, Food, and Rural Affairs is set to hold an "emergency" meeting with business leaders on Tuesday (it was on the 26/02/2019). They are expected to discuss emergency no-deal Brexit plans after the government confirmed last week that it does not have enough pallets for UK companies to export to the European Union in a no-deal Brexit.
14
Useful information European Commission implements “no-deal” Contingency Action Plan in specific sectors (LT) Information from the RHA (The Road Haulier Association in the UK) UK GOV: International road haulage - operator licences and permits HM Revenue and Customs simplifies importing from the EU as part of 'no deal' preparation

Simplified Frontier Declaration
Possible future scenario UK EU Export Declaration Simplified Frontier Declaration Freight Forwarder SD EXD Local Customs Border Customs Border Customs No physical checks SFD 5 Summary Declaration 1 6 2 4 Loading Permission ~ 1 min Automated Release Authorisation Authorisation Consignor Consignee 7 IMD EXN 3 8 Import Declaration Records Exit Notice Source: Charles Kendall
17
Important elements (no-deal)
Key questions Risk analysis - Entry Summary Declaration UK = HMRC announced to maintain the status quo after the 29th March for at least a 6 months transition no ENS to lodge ! EU = ENS is required !!! EORI number All EORI numbers of UK economic operators are no longer valid in the EU For trading with the EU into the UK = UK economic operators have to apply for a UK EORI (only valid in the UK)
18
Important elements (no-deal)
Key questions Simplifications UK – practical side Normal: Customs Freight Simplified Procedures Simplified frontier declaration incl. the reference to the customs inventory (PCS´s) Supplementary declaration Brexit: Transitional Simplified Procedures (TSP) = for the time of at least 15 months this simplification can be used (at the current state of play for Ro-Ro) Importer Badge = special authorisation / collaboration between PCS and HMRC Non inventory declaration EIDR the most comfortable scenario (supplementary declaration + payment later)
19
Important elements (no-deal)
What else ? Transit convention – use of NCTS ? EU + EFTA agreed to keep the UK on board = the UK has ratified the „Transit Convention“ on 30 January means the transit T1 (by using NCTS) will be a possible scenario to avoid bigger chaos at the borders Excise goods No use of EMCS possible Issue also for trading between the continent and Ireland by crossing the UK = only NCTS (guarantees ?!)
20
Important elements (no-deal)
Export out of the EU (here Germany) Exit procedure in the German ports – important to know ! Port order = Reference number of the export procedure needed automatical exit handling starts (link to the German ATLAS system) In the case of a No-Deal scenario an export procedure is required ! If there is in parallel a transit procedure in place = treatment of the transit is done directly by customs / but also reference is necessary in the port order
