AIM The aim of the presentation is three-fold namely: report on the status of the Office; report on activities performed during the FY2014/15; and identify challenges experienced within the Office.

STRATEGIC ENVIRONMENT (1 of 4) Mandate of the Office. The legislative mandate of the Military Ombud is captured in the Military Ombud Act, Act for of The responsibilities delegated to the Military Ombud are: The Ombud must investigate complaints lodged with the Office. The Ombud must investigate a complaint economically, fairly and expeditiously without fear, favour or prejudice. The Ombud may resolve any dispute by means of mediation, conciliation or negotiations or in any other expedient manner. The Ombud must promote the observance of the fundamental rights of the members of the Defence Force. Establishment and maintenance of an appropriate Human Resource function. Establish and maintenance of an appropriate Financial Management function. Establishment and maintenance of an appropriate reporting function. Development and implementation of policy in support of the Office mandate.

STRATEGIC ENVIRONMENT (2 of 4) Vision. “A world leading independent and impartial Military Ombud institution.” Mission. “To provide an independent, impartial and expeditious complaints resolution process for serving and former members of the SANDF and the Public to promote good governance.” Values. The core values in support of the mission of the Office of the Military Ombud shall include the following: Accountability Confidentiality Commitment Impartiality Professionalism Integrity

In the medium to long term the Office of the Military Ombud will execute its mandate through focusing on the following strategic objectives: Ensuring strategic direction to the Office of the Military Ombud in line with government intent and expectations; Enhancement and maintenance of Corporate Operations within the Office; Administration of the Military Ombud resources a prescribed by the Regulatory Framework.

CORPORATE OPERATIONS (1 of 6) Intake, Analysis and Investigations. The purpose of the operations environment is to resolve complaints in accordance with the prevailing regulatory framework as received within the mandate of the Military Ombud which is: Complaints from serving members of the South African National Defence Force regarding their terms and conditions of service, and Complaints from former members of the South African National Defence Force regarding their terms and conditions of service, and Complaints from the public regarding the official conduct of a member of the South African National Defence Force. Since the inception of the Office, the Intake, Analysis and Investigations environment received a total of 887 cases which were registered, assessed and corresponded to. A total of 648 complaints were finalised.

CORPORATE OPERATIONS (4 of 6) Legal Services. The objective of Legal Services is to provide effective and efficient legal services to the Office of the Military Ombud by reviewing, developing and drafting legislation regarding the mandate of the Military Ombud, drafting and scrutinizing involving the Office and rendering legal support and advice to the Office. Some of the Directorate’s main achievements can be discussed as follows: Drafting of the Military Ombud Complaints Regulations 2015 Memorandums of Understanding with: the Department of Defence the Commissioner for Gender Equality, the Commission for the Protection of the rights of Cultural, Religious and Linguistic Communities, the Public Protector South Africa and the Government Pensions Administration Agency. Business Agreement and Service Level Agreement with SITA.

CORPORATE OPERATIONS (5 of 6) Communication. The objective of Corporate Communication is to facilitate all communication requirements within the Office of the Military Ombud. Highlights of achievements during the FY: In our effort to engage the members of the SANDF through our outreach awareness programme, we have visited numerous military bases in the Western Cape and Kwa-Zulu Natal. The following events were organised during the reported financial year: 2014 Military Ombud Symposium. Nelson Mandela International Day. Women’s Day Celebrations. Heritage Day. ICOAF.

RESOURCE ENVIRONMENT (1 of 6) Financial Management. The Office of the Military Ombud received an allocation of R41 168 000 through the vote of the Department of Defence. The allocation comprised of R30 153 567 for personnel expenditure (73%) and R11 014 433 for Operating expenditure (27%). The total expenditure against the allocation for the FY 2014/15 was R30 611 187 (74%) which comprises of R23 261 511 (76%) for personnel expenditure and R7 349 676 (24%) for operating expenditure.
