Background Business Based Social Statistics (‘BBSS’) = data collections based on business surveys belonging to the social statistics domain (ESTAT.F) BBSS in ESTAT.F3: Quarterly Job Vacancy Statistics (‘JVS’) Quarterly Labour Cost Index (‘LCI’) 4 yearly Labour Cost Survey (‘LCS’) 4 yearly Structure of Earnings Survey (‘SES’) 5 yearly Continuing Vocational Training Survey (‘CVTS’)

Background (2) Eurostat has engaged in a general revision of the existing legislation in European statistics around 2 pillars (in the field of business and social statistics): The "Framework Regulation Integrating Business Statistics" (FRIBS) – for statistics collected from businesses The "Integrated European Social Statistics" (IESS) – for statistics collected from households/ individuals Future initiatives in social statistics: social statistics collected from administrative data including accounting population statistics

Background (3) Integration of BBSS into FRIBS 2 – agreed in May 2015, at the Business Statistics Directors Group (BSDG) In practise: the current legal framework for SES, LCS, LCI, JVS and CVTS should continue to apply for at least five years in the meantime, ESTAT started in-depth reflection on the long term future of these statistics by a consolidation of the acquis and discussing changes in substance with stakeholders

6 I. Background (4) Main goals under LMI review project:
adapt the list of LMI variables to new requirements improve and standardize the corresponding quality reporting requirements while keeping the overall burden broadly unchanged

Compilers' views based on previous feedback received from institutional users compilers were consulted through the LAMAS-LMI Working Group of October 2016 on: Technical items (1) statistical units (2) precision requirements and (3) quality reporting Core items (4) coverage (5) frequency (6) timeliness (7) breakdowns (8) list of variables the discussion with compilers' on technical and core items will be continued on TF "LMI review", 27th -28th February 2018 in Luxembourg

8 III. Consulting users the aim: fulfilment of user's needs while keeping the burden on enterprises and NSIs broadly unchanged the tool: a user's survey (online, via EU Survey tool) on the "core items" for each BBBS data collection (proposal of a questionnaire is in the annex of document: "Doc 36 – Item 5.1 – Consultation of stakeholders.pdf". targeted population: main national users, recognised research entities and main institutional users (DG EMPL, ECFIN, ECB…)

9 IV. Way forward 31st October 2017: Eurostat finalizes the questionnaire in cooperation with LAMAS delegates 6th – 15th November 2017: test of the questionnaire with DG EMPL and ECB 20th November 2017 – 5th January 2018: the users' survey is run "on the field" 27th – 28th February 2018: results are presented to Taskforce "LMI review" October 2018: taskforce presents its conclusions to the LAMAS

10 The LAMAS delegates are invited:
To give mandate to a Taskforce "LMI review" to make proposals as regards the future of BBSS statistics, for both "technical" and "core" items To confirm the lists of items to be surveyed via the User's survey To provide Eurostat, by 31st October 2017, with the contact details of max 10 main national users of BBSS data To volunteer to participate in the TF "LMI review" To comment on the way forward as well as the proposed timetable
