2 July Budget Agreement State Leaders Passed This Year’s Budget on February 20th 2009. By Summer, The Deficit Had Grown to Over $26 Billion. The July Revision Includes: Over $16 billion in cuts Over $2 billion in borrowing Over $4.5 billion in fund shifts and accelerations

3 Line Item Vetoes Governor Slashed Services By Almost $500 Million Before Signing the Budget Revision $52 million cut eliminates various services offered by the Office of AIDS $50 million cut to Healthy Families $16.4 million cut eliminates funding for the Domestic Violence Shelter Program $28.9 million cut further reduces IHSS services Eliminates this year’s funding for the Linkages and Community-Based Services Programs Vetoes May Be Illegal

4 Older Adults and Disabled Individuals
SSI/SSP and the Cash Assistance Program for Immigrants (CAPI) Grants reduced to the federal minimum for couples and $5 for individuals In-Home Supportive Services (IHSS) State subsidies and services reduced by $136.4 million Program recipients and care providers subject to fingerprinting The Linkages and Community-Based Services Programs Funding eliminated for the budget year Medi-Cal Seniors and disabled individuals will be moved to managed care

5 Children and Families Healthy Families Medi-Cal CalWORKs
A wait list for new applicants $194 million cut will force eligible children out of the program Medi-Cal $323.3 million cut from program funding without specifying which services will be impacted CalWORKs Aide to children reduced if their parents are not meeting program requirements Uninterrupted assistance to adults reduced Mental Health Managed Care Program and the Early and Periodic Screening, Diagnosis and Treatment Program (EPSDT) Services reduced by $106 million
