1 GEME WG Kick-off meeting

2 Scope EVERYTHING Started as continuation of last year GEME working group for comitology. For me it was important to find out, at an early stage, the scope of the work. The answer from COM was easy  everything.

3 Scope Full amendment of the Directive
Technical issues identified but not included in the Comitology package Additional technical issues, not discussed during the Comitology package Issues specified by Commission Issues included by IA (Article 2 and 3) Political issues not covered by IA This is a tough schedule. In order to manage this we must be very efficient, and I have put up some working principle which I will come back to later.

4 Methodology Prioritizing of items
Article 2 and 3 in Directive 2002/88/EG and 2004/26/EG Requirements to be able to type approval Better regulation Alignment Simplifications Future policy issues There would probably be a lot of different issues raised within this group. All issues are important and must be considered. However, we must start with the most important topics.

Proposal for amendment, legal text Including Comitology Requirements laid down in new Article 2 Including time Recommendations of further research Other/new Directive Do nothing Outside scope of Directive Insufficient time – further research

8 Principle of work Identifications of issues completed after second GEME WG Creation of sub groups Material available before each meeting Each issue receive a limited time on the agenda and a person in charge Once an issue has been solved, it should not be reopened Silence equals acceptance Consensus or majority? Each participant has the opportunity to question a proposed solution. Material will be available through or on CIRCA and discussed during the meeting. Once we have reach a decision the issue should not be changed again, there will be no time to reopening old issues. I will also questioning the need for each issue, in order to be efficient and work with the most important issues.
