1 Jiří Kučera Harmonization of national legislation with Directive 91/271/EEC on urban waste water treatment Czech project of development cooperation in Moldova

2 Main information about project
Harmonization of national legislation with Directive 91/271/EEC on urban waste water treatment Main information about project Implementer: TGM Water Research Intitute, p. r. i., Prague Donor: Czech Development Agency Duration: 09/2016 – 12/2018 Cooperation in Moldova: Ministry of Agriculture, Regional Development and Environment State Environmental Inspection

3 Main information about project
Harmonization of national legislation with Directive 91/271/EEC on urban waste water treatment Main information about project 3 main parts of project: assistance in defining agglomerations under the Directive 91/271/EEC proposal for the definition of sensitive areas under the Directive 91/271/EEC training and similar activities

4 Harmonization of national legislation with Directive 91/271/EEC on urban waste water treatment
Agglomerations

5 Harmonization of national legislation with Directive 91/271/EEC on urban waste water treatment
Agglomerations Were visited all towns with more than inhabitants Was identified current state of drainage and wastewater treatment Were identified needs for completion or reconstruction of sewage and wastewater treatment plants

6 Harmonization of national legislation with Directive 91/271/EEC on urban waste water treatment
Agglomerations 53 % inhabitants is connected and 45 % of sewage systems is constructed in towns with more than inhabitants (preliminary data, not from all towns) In most towns there are old WWTPs that do not work well or are completely out of service System of monitoring of discharged wastewater must be modified to achieve compliance with Directive 91/271/EEC (type of sample, frequency of sampling)

7 Harmonization of national legislation with Directive 91/271/EEC on urban waste water treatment
Sensitive areas

8 Harmonization of national legislation with Directive 91/271/EEC on urban waste water treatment
Sensitive areas Were analysed data about water quality in rivers and lakes in Moldova (data from State Hydrometeorological Service) Were completed data about use of surface waters as sources of drink water (questioning with operators) Were completed data about protected areas on surface waters (nature conservation, places for bath – questioning with IES and operators) Was elaborated first proposal for the definition of sensitive areas

11 Harmonization of national legislation with Directive 91/271/EEC on urban waste water treatment
Sensitive areas Water quality (concentration of nutrients) in rivers Nistru and Prut is good Higher concentrations of phosphorus are in many rivers in the country (not all are under big towns) Concentrations of mineral nitrogen are good in many rivers (except Bîc) Situation with amonium in surface waters except Nistru and Prut is not optimal – it is necessary to remove ammonia during wastewater treatment (nitrification) City Chişinău is too big agglomeration to discharge wastewater in small river – it is necessary higher standards of wastewater treatment
