3. Planning a Mock Evacuation Exercise
Write up emergency procedures for the exercise, once established that emergency procedures are satisfactory and workable. Begin the planning for the exercise.
All evacuation exercises shall be attended by observers, with check lists.
Each evacuation exercise shall be prefixed by an announcement that indicates it is an evacuation exercise only.

4. First Evacuation Exercise
Before the first evacuation exercise takes place, occupants shall be briefed.
The briefing shall be arranged by a committee. It may be delivered through the warden system, thus enabling the occupants to identify their warden(s) and become aware of their duties.
If the premises are large or a multistorey building, a partial evacuation should be undertaken to test the emergency organization in the first instance.

5. First Evacuation Exercise
When the ECO and procedures have been proven to be satisfactory, the first large-scale evacuation can be held.
Adequate warning, including the proposed date, shall be given as the first evacuation can be difficult enough without the added confusion brought about by surprise.
The wardens should be briefed to give extra assistance to staff during the initial evacuations.

6. First Evacuation Exercise
It should be accepted by management that the evacuation plan and procedures be properly tested and that all wardens have sufficient practice to ensure their effectiveness in an emergency situation.
In less complex premises this may only be a matter of sounding the alarm, accounting for people and having people walk to the assembly area. It is important to identify simple objectives for practice evacuations or exercises as a means of measuring success.

7. The objectives for practice evacuations
Wardens to initiate emergency procedure without waiting for instructions. Wardens to respond to alarms within ‘x’ seconds.
A search of all zones to be completed without delay. Simulated call to emergency service as appropriate.
Emergency control point to be staffed immediately. Evacuation to commence within ‘x’ minutes.

8. The objectives for practice evacuations
Wardens to report the location of any persons with disabilities requiring assistance.
Wardens to control any vehicle movements during evacuations.
A person nominated by the chief warden to be at entry point to meet responding
emergency service(s).

9. Exercise Debriefing
Immediately after an exercise, wardens and other key participants shall attend a debriefing session conducted by the Chief Warden.
The observers’ check list should be prepared for the specific building and should be completed for each
exercise and should provide the basis for discussion at the debriefing.

10. Subsequent evacuation exercises
With the experience gained from the first evacuation, subsequent evacuation exercises will become more realistic. Evacuation exercises without notice are NOT recommended.
The size and configuration of the premises, together with the type of occupancy, will determine the type and time interval between practice evacuations.
These may be conducted either as partial evacuation exercises or a total exercise covering a building, structure and workplace.

11. Subsequent evacuation exercises
All areas of a building, structure or workplace shall participate in at least 2 exercise in each 12 month period.
All occupants of the floor(s) or area(s) involved in the evacuation exercise shall take part, unless a COMMITEE grants an exemption prior to conducting the exercise.
NOTE: The aim of evacuation exercises is to have all occupants participate in at least one evacuation exercise per year consistent with the nature and risk of the building, structure and workplace.
