Budget Update FY09 has been a very challenging budget year
Flat funding of NIH grant continuation years Average 13% cut in new grants Significant reduction in endowment income due to market losses Cut in State Appropriation
19
Budget Update Reduction in PI Hard Fund Allocation has led to hardship in many programs As we near the end of the FY, please do NOT “spend up” hard funds! Doing so will likely further increase the institutional deficit with which we will end FY09 -- and lead to the need for further reductions in FY10!
20
Reasons for Hope that FY10 will bring RECOVERY
Recovery Act (Stimulus) Funding -- + $$?? Anticipated move in paylines additional grants funded in current rounds First annual increase for NIH grants: continuation years awarded at NOGA stated levels – end of level funding! Anticipated increase in “regular” NIH budget over the next four years
21
FY10 Budget However, we will not know the degree to which recovery will occur in FY10 until the end of Federal FY09 (9/30/2009) by when all Stimulus funding will have been committed In the interim, FY10 Budgets had to be developed applying FY09 budget rules and constraints
